National Police to be restructured, says Gen. Feisal<\/p>\n
JAKARTA (JP): The organization of the National Police will be
\nrestructured this month, Armed Forces Commander Gen. Feisal
\nTanjung said yesterday.<\/p>\n
He said National Police would have a new Vice National Police
\nChief position.<\/p>\n
\"The Vice National Police Chief position would be filled by a
\nlieutenant general,\" Feisal said, after attending a ceremony
\ncommemorating the 51st anniversary of the National Police at
\nMobile Brigade Headquarters in Kelapa Dua, Bogor.<\/p>\n
Feisal said that a decree verifying the change in the
\norganizational structure of the National Police would be issued
\nlater this month.<\/p>\n
The current organizational structure places the National
\nPolice Chief at the top position, followed by two deputies -- the
\nDeputy of Operations and the Deputy of Administration.<\/p>\n
The deputies supervise directorates, including the Directorate
\nof Intelligence and Security, Directorate of Logistics,
\nDirectorate of Personnel Planning and Control, Directorate of
\nCommunity Counseling, and Directorate of Traffic.<\/p>\n
National Police Chief Gen. Dibyo Widodo refused to comment on
\na rumor saying that Jakarta City Police Chief Maj. Gen. Hamami
\nNata would likely fill the new Vice National Police Chief
\nposition.<\/p>\n
He said that the new structure, called the general staff
\nsystem, was aimed to optimize National Police performance,
\nespecially in public service.<\/p>\n
\"The implementation of the new structure is expected to help
\nmake National Police performance better and more effective,\" he
\nsaid.<\/p>\n
He said that police performance under the current directorate
\nsystem had been ineffective.<\/p>\n
He said the general staff system would replace deputy
\npositions with assistants.<\/p>\n
\"I've already prepared my personnel, the best of course, to
\nfill assistant positions,\" he said.<\/p>\n
Dibyo said that the general staff system was actually not new,
\nas it had once been implemented in the organization of the
\nNational Police.<\/p>\n
\"National Police had used the general staff system before it
\nswitched to the directorate system in the mid-80s,\" he said.<\/p>\n
The renewed structure will put the National Police Chief at
\nthe top, followed by the Vice National Police Chief, and several
\nassistants to handle tasks related to intelligence, operational,
\npersonnel, logistics, and community-counseling matters.<\/p>\n

Noted criminologist Adrianus Meliala supported the
\nrestructuring plan.<\/p>\n
\"The creation of the Vice National Police Chief position is
\nappropriate and timely,\" he told The Jakarta Post yesterday.<\/p>\n
Some tasks which are now handled by the chief alone would be
\ndelegated to the vice chief, so that duties and policies could be
\ncarried out and be made faster and more accurate, he said.<\/p>\n
Adrianus predicted that the National Police Chief would handle
\npolicy-making and operational matters, while the vice chief would
\nhandle administration, logistic, personnel and human resource
\naffairs.<\/p>\n
He was confident that the replacement of deputy positions with
\nassistants would help optimize police performance.<\/p>\n
\"Hopefully it will boost consolidation of current directorates
\nso that they can work well together,\" Adrianus said.<\/p>\n
Former National Police Chief from 1978 to 1982, Gen. Awaloedin
\nDjamin, said that returning to a general staff system was the
\nbest thing to do, even though it would require a huge budget.<\/p>\n
\"The government should help provide funds,\" he said.<\/p>\n
Feisal also called on police to be active in the
\ndemocratization process.<\/p>\n
\"Police should not be left from the locomotive of
\ndemocratization,\" Feisal said.<\/p>\n
President Soeharto in his written speech at the ceremony
\ncalled on the National Police force to improve its function as
\nlaw enforcer and security provider of society.<\/p>\n
Soeharto also urged police to increase skills, integrity and
\nauthority.<\/p>\n
The President bestowed on three police officers yesterday the
\nBintang Bhayangkara Pratama and Bintang Bhayangkara Nararya
\nmedals of honor.<\/p>\n
The three were City Police Chief Maj. Gen. Hamami Nata, who
\nreceived the Bintang Bhayangkara Pratama for his excellent work
\nand dedication, and Head of Traffic Education Center Col. Heri
\nHarsono and Head of Workshop for Community Counseling Capt.
\nIrmadi Jamian, both receiving the Bintang Bhayangkara Nararya for
