Feisal<\/p>\n<p>JAKARTA (JP): The organization of the National Police will be<br>\nrestructured this month, Armed Forces Commander Gen. Feisal<br>\nTanjung said yesterday.<\/p>\n<p>He said National Police would have a new Vice National Police<br>\nChief position.<\/p>\n<p>\"The Vice National Police Chief position would be filled by a<br>\nlieutenant general,\" Feisal said, after attending a ceremony<br>\ncommemorating the 51st anniversary of the National Police at<br>\nMobile Brigade Headquarters in Kelapa Dua, Bogor.<\/p>\n<p>Feisal said that a decree verifying the change in the<br>\norganizational structure of the National Police would be issued<br>\nlater this month.<\/p>\n<p>The current organizational structure places the National<br>\nPolice Chief at the top position, followed by two deputies -- the<br>\nDeputy of Operations and the Deputy of Administration.<\/p>\n<p>The deputies supervise directorates, including the Directorate<br>\nof Intelligence and Security, Directorate of Logistics,<br>\nDirectorate of Personnel Planning and Control, Directorate of<br>\nCommunity Counseling, and Directorate of Traffic.<\/p>\n<p>National Police Chief Gen. Dibyo Widodo refused to comment on<br>\na rumor saying that Jakarta City Police Chief Maj. Gen. Hamami<br>\nNata would likely fill the new Vice National Police Chief<br>\nposition.<\/p>\n<p>He said that the new structure, called the general staff<br>\nsystem, was aimed to optimize National Police performance,<br>\nespecially in public service.<\/p>\n<p>\"The implementation of the new structure is expected to help<br>\nmake National Police performance better and more effective,\" he<br>\nsaid.<\/p>\n<p>He said that police performance under the current directorate<br>\nsystem had been ineffective.<\/p>\n<p>He said the general staff system would replace deputy<br>\npositions with assistants.<\/p>\n<p>\"I've already prepared my personnel, the best of course, to<br>\nfill assistant positions,\" he said.<\/p>\n<p>Dibyo said that the general staff system was actually not new,<br>\nas it had once been implemented in the organization of the<br>\nNational Police.<\/p>\n<p>\"National Police had used the general staff system before it<br>\nswitched to the directorate system in the mid-80s,\" he said.<\/p>\n<p>The renewed structure will put the National Police Chief at<br>\nthe top, followed by the Vice National Police Chief, and several<br>\nassistants to handle tasks related to intelligence, operational,<br>\npersonnel, logistics, and community-counseling matters.<\/p>\n<p>Support<\/p>\n<p>Noted criminologist Adrianus Meliala supported the<br>\nrestructuring plan.<\/p>\n<p>\"The creation of the Vice National Police Chief position is<br>\nappropriate and timely,\" he told The Jakarta Post yesterday.<\/p>\n<p>Some tasks which are now handled by the chief alone would be<br>\ndelegated to the vice chief, so that duties and policies could be<br>\ncarried out and be made faster and more accurate, he said.<\/p>\n<p>Adrianus predicted that the National Police Chief would handle<br>\npolicy-making and operational matters, while the vice chief would<br>\nhandle administration, logistic, personnel and human resource<br>\naffairs.<\/p>\n<p>He was confident that the replacement of deputy positions with<br>\nassistants would help optimize police performance.<\/p>\n<p>\"Hopefully it will boost consolidation of current directorates<br>\nso that they can work well together,\" Adrianus said.<\/p>\n<p>Former National Police Chief from 1978 to 1982, Gen. Awaloedin<br>\nDjamin, said that returning to a general staff system was the<br>\nbest thing to do, even though it would require a huge budget.<\/p>\n<p>\"The government should help provide funds,\" he said.<\/p>\n<p>Feisal also called on police to be active in the<br>\ndemocratization process.<\/p>\n<p>\"Police should not be left from the locomotive of<br>\ndemocratization,\" Feisal said.<\/p>\n<p>President Soeharto in his written speech at the ceremony<br>\ncalled on the National Police force to improve its function as<br>\nlaw enforcer and security provider of society.<\/p>\n<p>Soeharto also urged police to increase skills, integrity and<br>\nauthority.<\/p>\n<p>The President bestowed on three police officers yesterday the<br>\nBintang Bhayangkara Pratama and Bintang Bhayangkara Nararya<br>\nmedals of honor.<\/p>\n<p>The three were City Police Chief Maj. Gen. Hamami Nata, who<br>\nreceived the Bintang Bhayangkara Pratama for his excellent work<br>\nand dedication, and Head of Traffic Education Center Col. Heri<br>\nHarsono and Head of Workshop for Community Counseling Capt.<br>\nIrmadi Jamian, both receiving the Bintang Bhayangkara Nararya for<br>\nserving as police officers for at least 24 years.
