        "content": "<p>National Police Chief General Listyo Sigit Prabowo has given special\nattention to congestion along sea crossing routes during the homecoming\nand return migration period for Eid al-Fitr (Lebaran) 2026. To prevent\nvehicle accumulation, he recommended implementing the \u2018first come first\nin\u2019 method at ports during peak homecoming times.<\/p>\n<p>\u201cParticularly during peak homecoming, we recommend using the first\ncome first in method. If we look at when someone purchases a ferry\nticket and then must board according to the date on the ticket, this\nwill also potentially result in congestion,\u201d said General Sigit.<\/p>\n<p>The statement was delivered by General Sigit during a multi-sectoral\ncoordination meeting at the Mutiara Auditorium of STIK-PTIK in Jakarta\non Monday, 2 March 2026.<\/p>\n<p>General Sigit explained that flexibility in loading vehicles onto\nferries is crucial when vehicle volumes exceed port waiting area\ncapacity. He requested relevant stakeholders formulate policies enabling\nearly-arriving homebound travellers to cross immediately without strict\nadherence to ticket schedules.<\/p>\n<p>\u201cSo during peak homecoming, we request approval from relevant\nstakeholders that whoever arrives first boards the ferry directly.\nTherefore, we also request policies addressing ferry crossing matters,\u201d\nhe added.<\/p>\n<p>Beyond ticket management, the National Police Chief outlined a\nsituation indicator scheme for Merak, Ciwandan and BBJ ports to regulate\nvehicle flows, including:<\/p>\n<p>Green Status: Normal vehicle queues within port dock areas.<\/p>\n<p>Yellow Status: Vehicle queues reaching Cikuasa Atas fuel station.<\/p>\n<p>Red Status: Vehicle queues reaching Merak toll gate.<\/p>\n<p>To support port operations, General Sigit also instructed\nstrengthening buffer zones and additional parking areas. This addresses\npotential disruptions from extreme weather predicted by the\nMeteorological Climatological and Geophysical Agency to continue through\nMarch 2026.<\/p>\n<p>\u201cWe also face potential heavy rain that could disrupt the ferry\ncrossing route, causing congestion. This must be managed well through\nfield discretion,\u201d General Sigit asserted.<\/p>\n<p>Additionally, the National Police Chief mandated strict health checks\nfor ship captains and crews, including urine tests to ensure they are\nfree from drugs and alcohol influences for maritime safety.<\/p>\n<p>General Sigit added that Operation Ketupat 2026 will deploy 161,243\ncombined personnel to manage 143.9 million homebound travellers. The\npolice will collaborate with all stakeholders under the service spirit\nof \u2018Safe Homecoming, Happy Families\u2019.<\/p>\n<p>The 161,243 combined personnel comprise 89,228 police officers and\n72,015 personnel from related agencies including the Armed Forces,\nTransportation Ministry, Civil Police, and community organisations. The\nmilitary parade is scheduled for 12 March.<\/p>\n<p>Several senior government officials attended the coordination\nmeeting, including Coordinating Minister for Human Development Pratikno,\nReligious Affairs Minister Nasaruddin Umar, Trade Minister Budi Santoso,\nand Transportation Minister Dudy Purwagandhi. Also present were the\nDeputy Commander of the Armed Forces, heads of the National Disaster\nManagement Agency and Meteorological Climatological and Geophysical\nAgency, and managing directors of state enterprises including Pertamina,\nJasa Marga, and Jasa Raharja.<\/p>\n<p>The meeting was attended by 302 participants in person, including 28\nnational police headquarters staff and 36 regional police chiefs from\nacross Indonesia. In Operation Ketupat 2026\u2019s structure, National Police\nChief General Listyo Sigit serves as Operation Policy Officer, assisted\nby Deputy National Police Chief Lieutenant General Dedi Prasetyo as\nDeputy Officer.
