National Library warns publishers<\/p>\n
JAKARTA (JP): The National Library promised Saturday to get
\ntough with publishers and recording companies that failed to
\nsubmit copies of their products as required by law.<\/p>\n
The library promised to reward those who complied with the
\nregulations and take punitive action against companies which
\nfailed to abide by the them.<\/p>\n
Ediyami Bondan Andoko, head of the National Library's
\nDepartment for Preservation and Deposits, said few publishers and
\nrecording companies abide by Law No. 4\/1990 on publications and
\naudio and visual recordings.<\/p>\n
The law requires that book publishers and recording companies
\nsubmit at least two copies of each work they issue: One copy to
\nthe National Library and another to local libraries run by the
\nprovincial administration.<\/p>\n
Publishers or recording companies which do not comply with the
\nlaw are liable to a maximum six months imprisonment and\/or a Rp 5
\nmillion (US$2,127) fine.<\/p>\n
The law covers fiction and non-fiction books, reference books,
\nart books, scientific books, magazines, newspapers, maps,
\nbrochures and any other publications the National Library decides
\nare intended for public consumption.<\/p>\n
Recordings include films, audio cassettes, video cassettes,
\nlaser discs, diskettes and other recording materials intended for
\npublic consumption. Importers who bring in more than 10 copies of
\nbooks and recorded materials about Indonesia are also subject to
\nthe law.<\/p>\n
Ediyami said initially, the reward, which is in the form of a
\nletter of appreciation, will be provided to publishers and
\nrecording companies in the Jakarta area only.<\/p>\n
Currently, the National Library is still selecting publishers
\nand recording companies which deserve the reward. The library is
\nalso considering to give rewards to publishers or recording
\ncompanies outside the Jakarta area.<\/p>\n
\"The first rewards will be given between this December and
\nJanuary next year,\" Ediyami told The Jakarta Post.<\/p>\n
To enforce the law, the National Library will form a special
\nteam which includes the police.<\/p>\n
She admitted that many efforts have been undertaken to make
\nthe publishers and recording companies comply with the law,
\nincluding giving them five years to prepare themselves and
\ninitiating information campaigns.<\/p>\n
However, many publishers and recording companies have ignored
\ntheir obligation. Some said they were not aware of the law and
\nothers outside of Java have technical problems to send the
\ncopies.<\/p>\n
\"We will warn the recalcitrant publishers and recording
\ncompanies up to three times. If they still ignore the law, we
\nwill submit their names to the special team for investigation,\"
\nEdiyami said.<\/p>\n
Rozali Usman, chairman of the Association of Indonesian Book
\nPublishers (IKAPI), welcomed the plan to give rewards to
\npublishers who comply with the regulation.<\/p>\n
He said it was mostly government-owned companies that failed
\nto comply with the law.<\/p>\n
The National Library has received 8,299 titles of books from
\n102 IKAPI members in 1996.<\/p>\n
Since the law was passed in 1990, the National Library has
\nonly received about 33,000 books and magazines and about 10,000
\nrecordings from music producers. (ste)<\/p>",
