National Land Agency to be computerized<\/p>\n
BANDUNG (JP): The National Land Agency (BPN) will computerize
\nits data processing to improve poor service that has often been
\nblamed for disputes over land ownership.<\/p>\n
The agency has linked up with the Spanish government and the
\nBandung Institute of Technology (ITB) to implement the Land
\nOffice Computerization project, agency officials said over the
\nweekend.<\/p>\n
Spain has provided US$16 million in soft loans, mostly for
\nhardware and a two-week training course for 128 employees, which
\nbegan Friday.<\/p>\n
The agency is cooperating with ITB to implement the project,
\nwhich the government will also spend Rp 4 billion (US$1.7
\nmillion) on.<\/p>\n
BPN deputy chief for general affairs, Widodo, who initiated
\nthe training course, said the project would also facilitate the
\nagency's on-going land title program.<\/p>\n
The program that started in 1994 was funded by the World Bank
\nand Australian government. The agency has issued 167,514 land
\ntitles, since June 30 this year, in West Java where the pilot
\nproject was being conducted.<\/p>\n
The Land Office Computerization project will be implemented in
\n13 regencies and mayoralties in eight provinces in Indonesia.<\/p>\n
Selected regencies were Deli Serdang in North Sumatra, Bandung
\nin West Java, Semarang, Sleman and Wonogiri in Central Java, and
\nMalang and Sidoarjo in East Java. Mayoralties involved include
\nBandar Lampung, East and South Jakarta, Bandung, Ujungpandang,
\nand Semarang.<\/p>\n
\"Hopefully it will help reduce social conflict, which mostly
\nstems from unclear land ownership before people buy land. Often a
\nplot of land one buys belongs to somebody else who has the
\ntitle,\" Widodo said.<\/p>\n
Such occurrences happen in almost every city in Indonesia
\nwhere land is highly valued for residential, industrial,
\ncommercial, or office complexes, Widodo said.<\/p>\n
\"This happens when a plot of land is claimed by more than one
\nperson or it has more than one title issued by the same office.
\nThis ruins any legal certainty,\" he said.<\/p>\n
Through computerization, Widodo said, the agency will be able
\nto finish registering all land parcels in Indonesia in 25 years.<\/p>\n
\"Since 1960, only 30 percent of land parcels in Indonesia have
\nbeen registered at the agency, and the agency has issued 17
\nmillion titles,\" Widodo said.<\/p>\n
He said the lack of land titles was largely to blame for land-
\nrelated disputes and problems in Indonesia.<\/p>\n
Spanish government representative, Javier Ollero, expressed
\nhope that through \"computerization and modernization\", the land
\nagency would be able to provide a much better service.<\/p>\n
Ollero said the Spanish government might give more financial
\nassistance to support the project in the future if it later
\nconsiders the project's first phase a success.<\/p>\n
The first phase of the project only covers the computerization
\nof 21 land agency offices and training centers throughout
