The Secretary General (Sekjen) of the Ministry of Public Works (PU)\nof the Republic of Indonesia, Apri Artoto, has praised the Multi Years\nProject (MYP) programme of the South Sulawesi Provincial Government. He\nnoted that this is the first time the provincial government has\nundertaken infrastructure development on such a large scale.<\/p>\n
The remarks were delivered during Apri\u2019s working visit to Makassar,\nSouth Sulawesi, last week, where he was received by the Head of the\nProvincial Highways and Construction Development Agency, Andi Ihsan.<\/p>\n
\u201cThe Secretary General appreciates the MYP programme of the South\nSulawesi Government, because a programme like this is being carried out\nby the provincial government on a large scale for the first time,\u201d said\nAndi Ihsan on Monday (7\/9\/2026).<\/p>\n
The MYP programme for the 2025-2027 fiscal years was launched by\nSouth Sulawesi Governor Andi Sudirman Sulaiman in October last year. The\ntotal budget reaches Rp3.7 trillion, sourced from efficiency savings in\nthe provincial budget (APBD).<\/p>\n
The flagship project targets the repair of 1,000 kilometres of roads,\nirrigation networks serving 54,000 hectares of paddy fields, and the\nconstruction of two regional hospitals in Gowa and Luwu regencies.\nConstruction progress continues to be accelerated, with completion\ntargeted for next year.<\/p>\n
\u201cThis appreciation from the Ministry of Public Works is certainly an\nencouragement for the provincial government to continue developing\ninfrastructure in a sustainable manner,\u201d explained Andi Ihsan.<\/p>\n
He added that the meeting also discussed the knock-on effects of the\nMYP programme on economic connectivity and improved welfare for the\npeople of South Sulawesi. The development programme covering 85 road\nsections is considered to play a strategic role in opening access\nbetween regions, facilitating people\u2019s mobility, and supporting the\ndistribution of goods and economic activity.<\/p>\n
\u201cIn addition to discussing the MYP, we also proposed the continuation\nof road development in Seko, Rongkong, Sabbang and several other roads\nthrough the presidential instruction for regional roads in South\nSulawesi,\u201d Andi Ihsan concluded.<\/p>\n
As previously reported, South Sulawesi Governor Andi Sudirman\nSulaiman outlined four main reasons why the provincial government chose\nthe multiyear development mechanism over single-year budgeting.<\/p>\n
The first reason is to guarantee the completion and physical\nintegrity of large-scale projects such as hospitals or roads. According\nto him, a one-year duration is insufficient to finish supporting\nfacilities; moreover, phased road construction risks triggering new\ndamage at joints due to differences in the age of concrete or asphalt\nand weather exposure.<\/p>\n
The second reason focuses on cost and tender efficiency. Holding a\nsingle tender for a large-value package, such as Rp 500 billion, is\nconsidered far more economical and efficient than repeating the tender\nprocess ten times for Rp 50 billion each, which could potentially cause\nbudget losses and double budgeting.<\/p>\n
The third reason is to attract the involvement of national-scale\ncontractors and state-owned enterprises (SOEs) to maintain quality of\nwork, whilst still requiring a 40 per cent local content scheme so that\nlocal contractors can take part.<\/p>\n
The fourth and final reason is to guarantee financing certainty and\nmaintain the health of the regional cash flow. Through the multiyear\nscheme, the provincial government has the flexibility to prepare\nperiodic payment projections in line with revenue realisation for the\nnext two to three years.<\/p>\n
