Muslim and Arab aliens in a dilemma<\/p>\n
UNITED STATES: As the deadline loomed for immigrants from five
\nArab or Muslim nations to register with U.S. authorities,
\nimmigration rights advocates complained that many of their
\nclients are caught in a difficult dilemma.<\/p>\n
Friday is the deadline set by the U.S. Bureau of Immigration
\nand Customs Enforcement for most citizens of Egypt, Kuwait,
\nJordan, Indonesia and Bangladesh living in the United States to
\nregister with the federal government.<\/p>\n
Similar deadlines have passed for nationals from Saudi Arabia,
\nPakistan, Iraq, Iran, Syria, Libya, Sudan and many other
\ncountries, mostly Middle Eastern or Muslim.<\/p>\n
Many aliens who registered have overstayed their visas or are
\notherwise in the country illegally, although many have
\napplications pending to legalize their status. Illegal status
\nbrings the risk of detention.<\/p>\n
As of April 18, more than 129,000 people had registered under
\nthe program, said bureau spokeswoman Lori Haley. Of those, 2,310
\nhave been detained and 9,888 have been given notice to appear for

RUSSIA: Russia and France pledged on Friday to boost military
\ncooperation, developing an alliance born out of their joint
\nopposition to the U.S.-led war in Iraq.<\/p>\n
"Defense relations between Russia and France are old and
\nexcellent -- but considering the global situation and the new
\nrisks in the world, they must be further reinforced," visiting
\nFrench Defense Minister Michele Alliot-Marie said at the start of
\ntalks with her Russian counterpart Sergei Ivanov.<\/p>\n
France and Russia spearheaded outspoken opposition to the
\nU.S.-led war and are leading efforts to ensure the United Nations
\nplays a central role in Iraq's reconstruction.<\/p>\n
The French defense minister said the Moscow talks would also
\ntouch on Russian-French cooperation in joint military missions,

CANADA: A natural gas explosion leveled a strip mall in Toronto
\non Thursday, leaving seven people missing and presumed dead in
\nthe rubble. Four others were injured.<\/p>\n
The blast started a fire at the shopping complex in western
\nToronto and tore a hole in the side of nearby home. Windows were
\nblown out at several stores across the street.<\/p>\n
A fire department spokesman said construction workers had been
\nworking on a gas line when the blast occurred on Thursday
\nafternoon. Four people were sent to a hospital with undisclosed
\ninjuries.<\/p>\n
After extinguishing the fire, emergency crews used a crane and
\nheavy construction equipment on Thursday night to probe through
\nthe smoking rubble. The strip mall contained four shops and five
