        "content": "<p>&apos;Multiple Education Program not fully implemented yet&apos;<\/p>\n<p>JAKARTA (JP): Minister of Education and Culture Wardiman<br>\nDjojonegoro said the Multiple Education Program, which provides<br>\nstudents with apprenticeship opportunities, was &quot;a bottle that is<br>\nhalf full&quot;.<\/p>\n<p>&quot;It has not been optimally implemented yet,&quot; he said when<br>\nopening a two-day workshop held by the National Council for<br>\nVocational Education yesterday to evaluate the program&apos;s<br>\neffectiveness.<\/p>\n<p>Started in 1994, the program aims to link private industry and<br>\nsecondary vocational schools, which equip students with the basic<br>\nskills and experience demanded by the Indonesian job market.<\/p>\n<p>Under the program&apos;s current criteria the students receive on-<br>\nthe-job training for three to six months while at the schools.<\/p>\n<p>Of the 1.5 million students at 721 state-owned secondary<br>\nvocational schools, 8 percent, or 125,000 students, were placed<br>\nin 20,000 training centers last year, he said.<\/p>\n<p>This year&apos;s target aims to place 200,000 students in 30,000<br>\ntraining centers, he said.<\/p>\n<p>Wardiman lamented that many were companies reluctant to give<br>\nstudents opportunities to train because they saw the program as a<br>\nburden.<\/p>\n<p>&quot;The program reflects the government and public&apos;s<br>\ndetermination to develop the quality of human resources and we<br>\nwould like participating companies to encourage other companies<br>\nto participate,&quot; he said.<\/p>\n<p>Chairman of the Indonesian Chamber of Commerce Aburizal Bakrie<br>\nsaid the government allowed companies that offered apprenticeship<br>\nopportunities to set their participation costs against tax as an<br>\nincentive to participate.<\/p>\n<p>Aburizal, also chairman of the National Council for Vocational<br>\nEducation, said the council would appeal to the government to<br>\noffer tax deductions to company staff assigned to train the<br>\nstudents.<\/p>\n<p>The seminar was attended by 400 people, including vocational<br>\nschool principals and representatives from participating<br>\ncompanies and related institutions.
