Muladi pledges antigraft body will be professional<\/p>\n
JAKARTA (JP): Minister of Justice Muladi said on Monday all
\nthe members of the planned anticorruption commission would be
\nprofessionals.<\/p>\n
Muladi said at the House of Representatives the commission, an
\nidea proposed last week by members of the Golkar faction in the
\nHouse, would consist of, among others, prosecutors, police
\nofficers and legal experts.<\/p>\n
Muladi asked the public not to be suspicious of the
\ngovernment's plan to set up the commission, saying the sole
\npurpose behind the commission was to establish clean governance.<\/p>\n
"The establishment of the Corruption Alleviation Commission is
\nnot strange. Other countries, Malaysia and Hong Kong for example,
\nhave formed similar bodies," Muladi said after attending the
\nHouse's deliberations on an antigraft bill.<\/p>\n
In Hong Kong, the anticorruption commission has the right to
\ninvestigate corruption cases, while in Malaysia the commission
\nhas the right to press charges against those accused of
\ncorruption.<\/p>\n
"The commission will certainly be independent ... and its
\nmembership will comprise professionals and intellectuals," Muladi
\nsaid.<\/p>\n
The minister, however, said the plan could be realized only
\ntwo years after a bill on the establishment of the commission was
\npassed into law.<\/p>\n
"We need two years to socialize the new law and form the
\ncommission," Muladi said.<\/p>\n
The House of Representatives endorsed a bill on clean
\ngovernance in April, titled State Administrators Who Are Free
\nfrom Corruption, Collusion and Nepotism. The bill obliges all
\ngovernment officials, including the president, ministers and
\nmanagers of state-owned enterprises, to declare their assets when
\nthey begin and end their tenures with the state.<\/p>\n
President B.J. Habibie has formally enacted the bill into law.<\/p>\n
The law mandates the president, as head of state, chair a
\npermanent commission of examiners to oversee state officials in
\nexecutive, legislative and judicatory positions, and officials
\nassigned to state companies.<\/p>\n
The commission also has the power to audit state officials
\nholding office, as long as the audit is not for investigative
\npurposes.<\/p>\n
The government has pledged to issue four government
\nregulations and one presidential decree to accelerate the
\nimplementation of the law.<\/p>\n
The House is still deliberating an antigraft bill which will
\nupdate Anticorruption Law No.3\/1973.<\/p>\n
It is not clear whether the antigraft bill will serve as the
\nlegal basis for the establishment of the anticorruption
