        "content": "<p>Muladi pledges antigraft body will be professional<\/p>\n<p>JAKARTA (JP): Minister of Justice Muladi said on Monday all<br>\nthe members of the planned anticorruption commission would be<br>\nprofessionals.<\/p>\n<p>Muladi said at the House of Representatives the commission, an<br>\nidea proposed last week by members of the Golkar faction in the<br>\nHouse, would consist of, among others, prosecutors, police<br>\nofficers and legal experts.<\/p>\n<p>Muladi asked the public not to be suspicious of the<br>\ngovernment&apos;s plan to set up the commission, saying the sole<br>\npurpose behind the commission was to establish clean governance.<\/p>\n<p>&quot;The establishment of the Corruption Alleviation Commission is<br>\nnot strange. Other countries, Malaysia and Hong Kong for example,<br>\nhave formed similar bodies,&quot; Muladi said after attending the<br>\nHouse&apos;s deliberations on an antigraft bill.<\/p>\n<p>In Hong Kong, the anticorruption commission has the right to<br>\ninvestigate corruption cases, while in Malaysia the commission<br>\nhas the right to press charges against those accused of<br>\ncorruption.<\/p>\n<p>&quot;The commission will certainly be independent ... and its<br>\nmembership will comprise professionals and intellectuals,&quot; Muladi<br>\nsaid.<\/p>\n<p>The minister, however, said the plan could be realized only<br>\ntwo years after a bill on the establishment of the commission was<br>\npassed into law.<\/p>\n<p>&quot;We need two years to socialize the new law and form the<br>\ncommission,&quot; Muladi said.<\/p>\n<p>The House of Representatives endorsed a bill on clean<br>\ngovernance in April, titled State Administrators Who Are Free<br>\nfrom Corruption, Collusion and Nepotism. The bill obliges all<br>\ngovernment officials, including the president, ministers and<br>\nmanagers of state-owned enterprises, to declare their assets when<br>\nthey begin and end their tenures with the state.<\/p>\n<p>President B.J. Habibie has formally enacted the bill into law.<\/p>\n<p>The law mandates the president, as head of state, chair a<br>\npermanent commission of examiners to oversee state officials in<br>\nexecutive, legislative and judicatory positions, and officials<br>\nassigned to state companies.<\/p>\n<p>The commission also has the power to audit state officials<br>\nholding office, as long as the audit is not for investigative<br>\npurposes.<\/p>\n<p>The government has pledged to issue four government<br>\nregulations and one presidential decree to accelerate the<br>\nimplementation of the law.<\/p>\n<p>The House is still deliberating an antigraft bill which will<br>\nupdate Anticorruption Law No.3\/1973.<\/p>\n<p>It is not clear whether the antigraft bill will serve as the<br>\nlegal basis for the establishment of the anticorruption<br>\ncommission.
