        "content": "<p>Jakarta (ANTARA) - The Indonesian Ulema Council (MUI) has stated that\nthe hajj financing scheme needs to be returned to the principle of\nmanista\u1e6d\u0101\u2019a ilaihi sab\u012bl\u0101, meaning the obligation is only for those who\nare able. \u201cPeople go on hajj based on manista\u1e6d\u0101\u2019a ilaihi sab\u012bl\u0101,\u201d said\nMUI Deputy Chairman Cholil Nafis in Jakarta on Wednesday, responding to\nthe government\u2019s proposed hajj costs and financing scheme for the 2027\nseason. The government, through the Ministry of Hajj and Umrah, has\nproposed a Hajj Travel Cost (BPIH) of Rp107.34 million per person for\n2027, an increase from the previous year\u2019s Rp87.4 million. To maintain\naffordability of the direct costs paid by pilgrims, the ministry\nproposed a financing scheme with 60 percent coming from the value of\nbenefits managed by the Hajj Financial Management Agency (BPKH) and 40\npercent from the Hajj Travel Costs (Bipih) paid directly by prospective\npilgrims. Kiai Cholil argued that the term \u2018subsidy\u2019 in hajj costs is\ninaccurate because the funds do not come from the government budget, but\nrather from the returns on the initial deposits of prospective pilgrims\nduring the waiting period. \u201cActually, there is no subsidy in the hajj\ncosts, because it is their own money. The returns generated during the\nwaiting list period belong to them. If a virtual account is used, there\nis no subsidy,\u201d he said. He believes the current distribution of hajj\nfund returns needs to be reviewed to ensure fairness for all prospective\npilgrims, including those still on the waiting list. \u201cThe term \u2018subsidy\u2019\ncurrently used does not come from the government, but from the overall\nprofit sharing, the majority of which is given to those departing.\nMeanwhile, those still waiting receive very little. So, fairness in the\ndistribution of returns is not achieved,\u201d he said. \u201cTherefore, there is\nactually no such thing as a subsidy. Return to the principle of ability;\nAllah does not oblige those who are unable to go on hajj,\u201d he stressed.\nEchoing this view, Social, Economic, and Religious Observer and MUI\nDeputy Chairman Anwar Abbas stated that the obligation to perform hajj\nis closely tied to the issue of capability, whether in terms of health,\nfinances, or mental readiness. \u201cTherefore, it is best that every person\nperforming the hajj pilgrimage bears all the costs of their own\npilgrimage. So, there should be no such thing as a subsidy or\nassistance,\u201d he said. He emphasised that this clarification is important\nto ensure that prospective pilgrims do not take something that is not\ntheir right, including from the government, as the managed funds belong\nto the pilgrims. \u201cWe know that the value of the benefits obtained from\nmanaging the hajj deposit funds, after deducting costs, belongs to those\nwho have paid the deposit.
