        "content": "<p>Morgan Stanley Capital International (MSCI) has announced a freeze or\npostponement of the rebalancing actions for the MSCI Indonesia Index\nscheduled for May, now deferred until June 2026. This announcement marks\nMSCI\u2019s first official public communication since January 2026 and takes\ninto account a series of reform proposals as well as closed-door\nmeetings and discussions with Indonesian capital market regulators.\nManagement at PT Henan Putihrai Asset Management (Henan Asset) stated\nthat, on one hand, this announcement is positively received, as it\ntemporarily shields the Indonesian capital market from a decision to\ndowngrade to Frontier Market status. \u201cA possibility that, if it occurs,\ncould trigger an outflow of passive global funds amounting to around\nUS$7.8 billion or equivalent to more than Rp120 trillion,\u201d said Henan\nAsset management in its statement on Friday, 24 April 2026. However, on\nthe other hand, the deferral of rebalancing does not entirely eliminate\nuncertainty among investors, as it extends the period of uncertainty\nregarding the direction of MSCI\u2019s subsequent evaluation. Amidst various\nnoises, Henan Asset considers it important to understand the background\nof the regulators\u2019 efforts in reforming the market. Because this is not\nmerely a discourse on policy adjustments, but a structural need to\nstrengthen market credibility. This is reflected, for example, in the\nimplementation of High Shareholding Concentration (a concept applied in\nthe Hong Kong capital market), access to Share Ownership Data above 1\npercent (a concept most similar to that already implemented in India).\n\u201cEven up to increasing the minimum free float limit and enhancing the\ngranularity of investor classification, which is one of the\ninternational best practices,\u201d it said. In the Indonesian context, this\nreform momentum arrives at the right time.
