        "content": "<p>Nabire (ANTARA) - The Papua Peoples\u2019 Assembly (MRP) of Central Papua\nhas requested that the executive and legislative institutions cease\nattacking one another in the public arena and prioritise communication\nto resolve differing viewpoints.<\/p>\n<p>The Chairman of MRP Central Papua, Agustinus Anggaibak, stated in\nNabode on Tuesday that differences in perspective between the executive\nand legislative branches should be settled through communication and\njoint discussions.<\/p>\n<p>\u201cIt is better that we coordinate and discuss negative issues so that\nthe future is better. Rather than criticising without producing results,\nwhich only leads to hostility,\u201d he said.<\/p>\n<p>He noted that Central Papua, as a new autonomous region, requires a\nstrong governmental foundation, meaning all leaders must avoid personal,\ngroup, or factional interests that could obstruct development.<\/p>\n<p>According to him, criticism of government policy remains necessary,\nbut it must be delivered constructively by first discussing identified\nissues between the executive and legislative institutions.<\/p>\n<p>Agustinus stated that the Central Papua Regional House of\nRepresentatives (DPR) holds the authority to establish budget policies,\nwhile the local government executes programmes based on the jointly\nestablished budget.<\/p>\n<p>\u201cIf we have already determined the budget, and then we proceed to\nblame one another, who is at fault? If we keep blaming each other, the\npeople will ultimately be the ones left confused,\u201d he remarked.<\/p>\n<p>He also urged members of the Central Papua DPR not to merely debate\npolicies within the legislative building, but to be present among the\ncommunity, particularly in areas facing social or armed conflict.<\/p>\n<p>Agustinus stated that the MRP, as the cultural representative\ninstitution for the Indigenous Papuans (OAP), has an interest in\nencouraging all political elites to prioritise development and the\nprotection of the interests of the Central Papua people.<\/p>\n<p>He added that differences and errors in governance can be addressed\ntogether through inter-institutional communication.<\/p>\n<p>\u201cIf I see something wrong, and I immediately call the journalists to\nattack them, that is not the correct way. The correct way is to discuss\nit with them because we are all leaders,\u201d he said.<\/p>\n<p>He emphasised that communication between the local government, the\nCentral Papua DPR, and the MRP is essential so that governance issues\ncan be resolved without escalating disputes that could potentially\ndisrupt development and public services.<\/p>\n<p>\u201cThe goal is that we want to build. We want to establish something\ngood for our region, our land, and our people,\u201d he said.<\/p>\n<p>Agustinian\u2019s statement comes amidst emerging differences in\nperspective within the Central Papua DPR regarding the performance of\nthe Central Papua Provincial Government and regional budget\nmanagement.<\/p>\n<p>The First Deputy Chairman of the Central Papua DPR, Diben Elaby,\npreviously highlighted issues including the large amount of the 2025\nRegional Budget\u2019s remaining budget surplus (SILPA) and several problems\nin budget management.<\/p>\n<p>Diben\u2019s statements subsequently received responses from several\nmembers of the Central Papua DPR who held differing views, suggesting\nthat budget issues should be discussed through institutional\nmechanisms.<\/p>",
