        "content": "<p>In a statement in Jakarta on Friday, Moerdijat highlighted the need\nfor concrete and collaborative measures to address the ongoing barriers\npeople with disabilities face when accessing public services.<\/p>\n<p>\u201cEfforts to boost participation among people with disabilities cannot\nbe achieved through regulations alone. Concrete and collaborative action\nis needed to overcome these existing hurdles,\u201d she said.<\/p>\n<p>Government Regulation No.\u00a031 of 2026 on Concessions for Persons with\nDisabilities and Corporate Incentives mandates a minimum 20 percent\ndiscount for individuals with disabilities across nine strategic\nsectors.<\/p>\n<p>Enacted on July 2, 2026, the regulation covers education,\ntransportation, healthcare, assistive technology, housing and utilities,\nemployment, entrepreneurship, tourism and culture, as well as\nsports.<\/p>\n<p>In early September, the Coordinating Ministry for Human Development\nand Culture held a coordination meeting with representatives from\nministries, government agencies, and regional authorities to prepare for\nthe regulation\u2019s implementation.<\/p>\n<p>Moerdijat voiced her support for fast-tracking disability-inclusive\npolicies at the regional level, including the alignment and issuance of\ninclusive local regulations across all provinces, districts, and\ncities.<\/p>\n<p>However, she drew attention to data from Statistics Indonesia (BPS)\nshowing that only 2.8 percent of the 17.9 million people with\ndisabilities in Indonesia have completed higher education, while around\n70 percent work in the informal sector.<\/p>\n<p>In this regard, she urged consistent efforts to strengthen policies\nthat deliver a tangible impact for people with disabilities, as part of\nthe state\u2019s commitments to guarantee equal opportunities for all\ncitizens.<\/p>\n<p>\u201cFulfilling the rights of people with disabilities in social life\nrequires full commitment, as mandated by laws and the Constitution,\u201d she\nsaid, stressing that stakeholders and the public must build an effective\nsystem of protection and public services for persons with\ndisabilities.<\/p>\n<p>Related news: Indonesia targets job readiness for 100,000 people with\ndisabilities<\/p>\n<p>Related news: Ministry enhances training, job access for persons with\ndisabilities<\/p>\n<p>Related news: President Prabowo calls for stronger support for\ndisabled athletes<\/p>\n<p>Translator: Fath Putra, Raka Adji<\/p>",
