Deputy Speaker of the MPR Lestari Moerdijat has urged the government,\nnon-formal education providers, and other stakeholders to strengthen\ncollaborative strategies to increase public interest in non-formal\neducation.<\/p>\n
According to Lestari, such measures are necessary because non-formal\neducation is still viewed as a second choice.<\/p>\n
\u201cIn fact, non-formal education units are an emergency gateway for\nmillions of Indonesian children who have dropped out of school or are\nbeyond the reach of the formal system,\u201d she said in a statement in\nJakarta on Thursday.<\/p>\n
The government and educational institutions, she said, must actively\ninstil the understanding that a Paket C certificate is equivalent to a\nsenior secondary school diploma and carries the same right to pursue\nhigher education or apply for jobs.<\/p>\n
Furthermore, course and training institutions (LKP) and community\nlearning activity centres (PKBM) need to be strengthened so they can\nproduce competent, work-ready graduates, rather than merely chasing\ncertificates.<\/p>\n
\u201cWe must not stop at the numbers. We must ensure that those who have\nstruggled through the non-formal pathway receive equal recognition.\nInclusivity is not just a slogan, but a necessity,\u201d she said.<\/p>\n
According to her, support for non-formal education must also be\nrealised through the provision of more adequate learning facilities and\nimproved access for learners who have been constrained by economic\nconditions or geographical location.<\/p>\n
Lestari stressed that efforts to strengthen non-formal education are\nimportant to ensure that all members of society receive equal\neducational services, regardless of the pathway they take.<\/p>\n
She explained that, based on data from the Ministry of Primary and\nSecondary Education as of 23 August 2026, of the 9,693 eligible\nnon-formal education units (SPNF), only 361 institutions have registered\nas providers of the Paket C equivalency exam.<\/p>\n
Lestari believes one of the factors hindering public access to SPNF\nis social stigma. Non-formal education is often looked down upon\ncompared with formal education, making people reluctant to enrol.<\/p>\n
Another factor is economic constraints and accessibility. Most Paket\nC learners come from lower-income backgrounds and are forced to work to\nsupport their families, making it difficult for them to attend regularly\nand sit examinations.<\/p>\n
In addition, she also highlighted learning facilities and\ncommunication networks between institutions and external parties.<\/p>\n
