        "content": "<p>Jakarta - The People\u2019s Consultative Assembly (MPR) of Indonesia is\nreviewing the most appropriate legal framework to ensure the State\nPolicy Guidelines (PPHN) can become a legal product binding on all state\ninstitutions. Speaking at a press conference at the parliament complex\nin Senayan, Jakarta, MPR Speaker Ahmad Muzani stated that this was one\nof the main discussion points during a joint meeting between the MPR and\nother council bodies on Wednesday. \u201cIn the 2023 Constitutional Court\nruling, an MPR decree is no longer permitted to be binding outside the\nMPR. Therefore, this has become our discussion. We need time to find a\nlegal product that can be enacted so that this legal product binds all\nstate institutions,\u201d he said. When asked whether the MPR would pursue a\nconstitutional amendment, Muzani said that option would be discussed\nfurther. \u201cThis is what will be discussed in the next joint meetings. It\nhas not been discussed yet, but earlier various views emerged with many\nvariants,\u201d he said. Muzani further explained that the PPHN serves as a\nphilosophical guide for the state that must be adhered to by all state\ninstitutions in carrying out the people\u2019s mandate. However, the MPR\nSpeaker has not yet detailed the state philosophy contained within the\nPPHN. The PPHN differs from the National Long-Term Development Plan,\nwhich contains technical guidelines. \u201cTherefore, this must be binding\nfor all state institutions,\u201d he said. The PPHN has been under discussion\nsince the MPR leadership in 2019 and was completed during the current\nperiod. The PPHN concept was presented to President Prabowo Subianto on\nMonday, 3 August. The President, Muzani noted, accepted the concept and\nexpressed hope that it would soon be enacted into a legal product.\nSeparately, MPR Deputy Speaker Bambang Wuryanto mentioned there are at\nleast three options for the PPHN legal framework: through a\nconstitutional amendment, via an MPR decree, or by making it a law.\nBambang said the PPHN legal framework will be finalised soon so that\nnational development can be carried out sustainably and in accordance\nwith the guidelines. \u201cIn principle, the President leaves it to the MPR,\u201d\nhe said when met at the parliament complex on Wednesday.<\/p>",
