        "content": "<p>Wakil Ketua MPR RI Lestari Moerdijat believes the implementation of\nthe obligation to employ people with disabilities in private companies\nand government institutions is still far from expectations, despite\nbeing mandated by law.<\/p>\n<p>\u201cThere is a wide gap between the existing regulations and\nimplementation on the ground regarding the realisation of the obligation\nto employ people with disabilities. Concrete steps and cross-sector\ncollaboration are needed to realise it,\u201d Lestari Moerdijat said in a\nstatement on Tuesday (23\/6\/2026).<\/p>\n<p>The Ministry of Social Affairs (Kemensos) in a written statement\naffirmed it would pioneer the application of the mandatory quota for\nworkers with disabilities, allocating 2% of its total employees to the\ndisabled group. Social Affairs Minister Saifullah Yusuf even requested\nall ministries, institutions, and state-owned enterprises (BUMN) to\nfulfil this quota.<\/p>\n<p>According to Lestari, Law Number 8 of 2016 concerning Persons with\nDisabilities clearly mandates a quota for government institutions and\nprivate companies to employ people with disabilities. Under the law,\ncentral and regional governments, BUMN, and regional-owned enterprises\n(BUMD) are required to employ people with disabilities at a minimum of\n2% of their total workforce. Meanwhile, private companies must employ a\nminimum of 1% of their total employees.<\/p>\n<p>She noted several obstacles causing the low absorption of disabled\nworkers. \u201cThese obstacles include limited job access, deeply rooted\nsocial stigma in society, a lack of suitable vocational training, and\nthe generally low educational levels of people with disabilities,\u201d she\nexplained.<\/p>\n<p>Data from Statistics Indonesia (BPS) reveals that only 2.8% of the\n17.9 million people with disabilities in Indonesia have completed higher\neducation. \u201cThe BPS record shows a serious challenge for the business\nworld, which requires skilled workers,\u201d she said.<\/p>\n<p>According to her, a number of steps must be taken immediately to\nencourage the realisation of the Disability Law mandate. These steps\ninclude strengthening regulations and imposing strict sanctions,\nproviding incentives for companies or institutions that comply, and\noffering training and mentoring for companies that will employ people\nwith disabilities. Strong collaboration between the education, business,\ngovernment, and community sectors is also needed to increase the\nparticipation of people with disabilities in the development\nprocess.<\/p>\n<p>\u201cThe disability issue has now become a concern in the national\nlegislation agenda,\u201d she stated. The National Commission on Disabilities\nnoted that 38 draft laws are related to disability issues out of a total\nof 67 priority bills in the 2026 National Legislation Programme.\n\u201cFulfilling the rights of people with disabilities in all aspects of\nsocial life must be supported by full commitment from all parties, as\nmandated by the law and the constitution,\u201d she concluded.<\/p>",
