        "content": "<p>JAKARTA - MPR Deputy Chairman Hidayat Nur Wahid believes that the\nproposal for implementing a Hajj \u201cwar ticket\u201d scheme, put forward by\nDeputy Minister for Hajj and Umrah Dahnil Anzar Simanjuntak, should be\nexamined more deeply and comprehensively to avoid stirring up public\nunrest.<\/p>\n<p>\u201cIf it comes from the government, in this case the Ministry of\nReligious Affairs, it should not just be a proposal but a well-matured\nplan that has been thoroughly and comprehensively studied, discussed\nwith our partners in the DPR\u2019s Commission VIII, and only then presented\nto the public so as not to cause issues that lead to controversy,\u201d\nHidayat said in Cikini, Central Jakarta, on Sunday (12\/4\/2026).<\/p>\n<p>However, he cautioned that the scheme must not contravene the Hajj\nand Umrah Law.<\/p>\n<p>\u201cIndeed, I agree with this proposal in principle as a solution, but\nit should not potentially violate the law or must be tied to the\nimplementation of the law,\u201d he stated.<\/p>\n<p>He again referred to the statutory regulations, which allocate\nadditional quotas at 92% for regular Hajj and 8% for special Hajj.<\/p>\n<p>\u201cSo if a war ticket is desired for additional (quotas), what about\nthe existing law? Or it needs to be examined more deeply, or the\nMinistry of Religious Affairs should study it more deeply and discuss it\nspecifically in meetings with the DPR,\u201d he said.<\/p>\n<p>Previously, the government planned to implement the Hajj war ticket\nscheme.<\/p>\n<p>This proposal was conveyed by Deputy Minister for Hajj and Umrah\nDahnil Anzar Simanjuntak as one option in organising the Hajj\npilgrimage.<\/p>\n<p>\u201cIn the future, if Saudi Arabia opens up a large quota, we will open\ntwo schemes. The first is the existing queue scheme. The second scheme\nis what the Minister (Irfan Yusuf) termed the war ticket,\u201d Dahnil said\nat the closing of the National Coordination Meeting of the Ministry of\nReligious Affairs in Tangerang, Banten, on Friday (10\/4\/2026), as\nreported by Antara.<\/p>\n<p>Although it has been presented to the public, this scheme is still in\nthe study phase and has not become government policy.<\/p>\n<p>The government is still considering the scheme as part of efforts to\ntransform the Hajj system in Indonesia.<\/p>\n<p>According to Dahnil, the term Hajj war ticket emerged as part of the\ntransformation formulation to address the long waiting period for\nHajj.<\/p>\n<p>This is because the average waiting time for Hajj departure in\nIndonesia currently stands at around 26.4 years.<\/p>\n<p>The government is seeking solutions to shorten the queue without\nsacrificing pilgrims who registered earlier.<\/p>",
