        "content": "<p>Jakarta (ANTARA) - Muhammad Khozin, a member of Commission II of the\nIndonesian House of Representatives (DPR RI), stated that the Draft Law\n(RUU) regarding the Amendment to Law Number 7 of 2017 on General\nElections must strengthen the presidential system of government.<\/p>\n<p>According to him, every citizen\u2019s vote must be ensured to have fair\nrepresentational value within the political system. However, he also\nnoted that there is currently a need to simplify the party system to\nsupport the effectiveness of the presidential government.<\/p>\n<p>\u201cWe need to find a point of balance,\u201d Khozin said in a statement in\nJakarta on Tuesday.<\/p>\n<p>He further noted that Constitutional Court Decision Number\n116\/PUU-XXI\/2023 is intended to strengthen the presidential system and\nreinforce the proportional system. Consequently, the DPR and the\ngovernment must find common ground regarding the Constitutional Court\u2019s\nmandate to follow up through the norm-setting process in the amendments\nto the Election Law.<\/p>\n<p>He mentioned that Commission II has conducted various simulations\nregarding the design of the parliamentary threshold as part of the\neffort to find the most appropriate formulation.<\/p>\n<p>\u201cElection reforms must be directed towards strengthening democracy,\nimproving the quality of political representation, and restoring public\ntrust in democratic institutions. That should be our primary\norientation,\u201d he said.<\/p>\n<p>Furthermore, Khozin stated that reforming the electoral system is not\nmerely about technical debates regarding election design, parliamentary\nthresholds, or simultaneous elections.<\/p>\n<p>\u201cIt must also be able to address more fundamental issues, namely the\ndeclining public trust in democratic institutions, particularly\nrepresentative bodies,\u201d he added.<\/p>\n<p>Representative democracy, he noted, is the model adopted by almost\nall democratic nations in the world. However, in its development,\nrepresentative institutions in various countries, including Indonesia,\nface challenges such as increasing public scepticism and\ndelegitimisation.<\/p>\n<p>\u201cWhat needs our attention is not only how to design a good electoral\nsystem, but also how the results of that system can strengthen the\nlegitimacy of democratic institutions. The public currently demands\nbetter quality representation,\u201d said Khoitim.<\/p>",
