        "content": "<p>Jakarta (ANTARA) - Member of the House of Representatives\u2019 Commission\nII, Muhammad Khozin, stated that the spirit of 30 years of regional\nautonomy implementation should drive self-reliance for local\ngovernments, rather than extending dependency on the central\ngovernment.<\/p>\n<p>Khozin, in a statement in Jakarta on Tuesday, assessed that regional\nautonomy has opened opportunities for local governments to innovate and\naccelerate development in line with regional characteristics.<\/p>\n<p>However, many regions still face serious obstacles, especially newly\nformed regions that have not yet optimised their potential and remain\ndependent on the central government, both fiscally and in terms of\ninstitutional capacity.<\/p>\n<p>\u201cOver these 30 years, we have seen progress, but also clear\ndisparities. Many regions are not yet truly independent and still rely\non central transfers. This must be a serious concern,\u201d said Khozin.<\/p>\n<p>He also reminded the central government not to become complacent and\nto continue serious oversight, particularly for underdeveloped regions\nand newly formed ones.<\/p>\n<p>\u201cThe central government must not simply release regions without\nsupport. There must be strong oversight alongside directed mentoring,\nespecially for underdeveloped and newly formed regions, so they do not\nstagnate,\u201d he said.<\/p>\n<p>Furthermore, he explained that regional autonomy is not merely a\ndecentralisation of authority, but a decentralisation of responsibility.\nIn his view, regions must have the courage to build fiscal independence\nand improve the quality of public services.<\/p>\n<p>According to him, 30 years of regional autonomy should serve as a\nmomentum for consolidation, not just administrative evaluation. The main\nissue is no longer in policy design, but in implementation that has not\nbeen fully consistent and results-oriented.<\/p>\n<p>Regional independence, he said, cannot continue to be interpreted\nmerely as freedom to manage budgets, but must be realised in the ability\nto create sustainable local original revenue sources, public service\ninnovations, and the courage to take strategic policies based on local\nneeds.<\/p>\n<p>On the other hand, he stated that local governments need to\ndemonstrate stronger commitment in building clean, professional, and\naccountable governance. Without that, autonomy will only become a space\nfor decentralising problems and not solutions.<\/p>\n<p>To that end, he encouraged the central government to shift its\napproach from mere administrative oversight to performance-based\nmentoring. Underdeveloped regions, especially newly formed ones, cannot\nbe just monitored; they must be intensively assisted with clear and\nmeasurable targets.<\/p>\n<p>\u201cSo I think that in the future, the success of regional autonomy will\nbe determined by the balance between independence and accountability.\nRegions must dare to be independent, yet remain disciplined in achieving\ndevelopment targets,\u201d he said.<\/p>",
