        "content": "<p>Jakarta (ANTARA) - Member of the House of Representatives Commission\nIX, Edy Wuryanto, has proposed that funding for social security\ncontributions for workers in the employment insurance scheme for poor\nworkers be sourced from the utilisation of investment returns managed by\nBPJS Ketenagakerjaan.<\/p>\n<p>According to Edy, this step represents a concrete solution to ensure\nthat poor workers continue to receive protection under the Work Accident\nInsurance (JKK) and Death Benefit Insurance (JKM) without having to bear\nthe contributions themselves.<\/p>\n<p>\u201cIf calculated simply, the potential investment returns from bonds\namount to around Rp37 trillion per year,\u201d he said in Jakarta on\nFriday.<\/p>\n<p>He further explained that the managed funds of BPJS Ketenagakerjaan\ncurrently stand at approximately Rp920 trillion, with 70 percent placed\nin bond instruments and an assumed average return of 6 percent per\nyear.<\/p>\n<p>Meanwhile, he continued, the required contributions to protect around\n20 million poor workers are estimated at about Rp4 trillion per year,\nassuming JKK and JKM contributions of Rp16,800 per month.<\/p>\n<p>\u201cThat means it\u2019s more than sufficient. From Rp37 trillion, we take\nRp4 trillion to protect poor workers. This does not burden the state\nbudget but uses the results of fund management for the benefit of\nparticipant protection,\u201d he said.<\/p>\n<p>He also highlighted that the government already has a regulatory\nbasis, including Government Regulation No.\u00a050 of 2025 on social security\nfor non-wage recipients, which can serve as the foundation for\nimplementing this policy.<\/p>\n<p>\u201cRegulatorily feasible, budget-wise feasible, now it\u2019s about policy\ncourage. This is a matter of siding with the people,\u201d he stated.<\/p>\n<p>In addition, Edy emphasised the importance of cross-ministerial\nsynergy, including the Ministry of Manpower, Bappenas, the Ministry of\nFinance, and the Ministry of Social Affairs, particularly in providing\ndata on poor workers.<\/p>\n<p>\u201cData on poor workers is key. If the data is ready, implementation\ncan proceed immediately,\u201d he said.<\/p>\n<p>He urged the Minister of Manpower to take the lead in driving the\npolicy so that social security protection can reach poor workers more\nbroadly.<\/p>",
