        "content": "<p>Denpasar (ANTARA) - Rieke Diah Pitaloka, a member of Commission XIII\nof the Indonesian House of Representatives (DPR RI), has proposed that\nthe government utilise Bali as a pilot centre for an integrated\nimmigration governance system, given that the \u2018Island of the Gods\u2019\nserves as Indonesia\u2019s primary gateway.<\/p>\n<p>\u201cBali must become a model for modern immigration governance based on\nthe \u2018One Data Indonesia\u2019 initiative, digital government systems,\ntransparency, accountability, and the protection of national\nsovereignty,\u201d Rised stated in Denpasar on Sunday.<\/p>\n<p>She noted that Bali is one of the regions in Indonesia with\nsignificant activity involving foreign labour, foreign investment, and\nthe mobility of foreign nationals. According to her data, throughout\n2025, Bali received approximately 6.9 million international tourists\nwith over 15 million international border crossings. During the same\nperiod, around 53,428 immigration stay permits were issued, nearly\n28,000 passports, generating Non-Tax State Revenue (PNBP) of\napproximately Rp1.5 trillion.<\/p>\n<p>\u201cThe large flow of people and capital must be balanced by an\nintegrated monitoring system,\u201d she said. Rieke argued that immigration\ngovernance in Bali should not be viewed partially, only in relation to\nvisas, passports, and stay permits. Instead, she believes immigration in\nBali is directly linked to national security, investment, employment,\nthe protection of Indonesian citizens, state revenue, environmental\nsustainability, and the sovereignty of the Unitary State of the Republic\nof Indonesia (NKRI).<\/p>\n<p>Furthermore, Rieke proposed improvements to the immigration system,\nincluding the need for investigative audits and digital forensic audits\nregarding the issuance of visas, Limited Stay Permits (KITAS), Permanent\nStay Permits (KITAP), investor stay permits, work permits, foreign\nnational sponsors, and Foreign Capital Investment Companies (PMA). She\nhighlighted the need to link these with the Online Single Submission\n(OSS) business licensing system, taxation, and BPJS social security\nparticipation.<\/p>\n<p>She also raised concerns regarding the misuse of shell companies,\nfraudulent investments, nominee practices, abuse of stay permits,\nillegal foreign workers, human trafficking (TPPO), money laundering\n(TPPU), gambling, online fraud, and other transnational crime networks\nthat exploit gaps in immigration governance.<\/p>\n<p>Rieke expressed hope for the integration of immigration data into the\nnational \u2018One Data Indonesia\u2019 architecture and the Digital Government\nSystem, ensuring that the monitoring of foreign nationals can be\naccessed and verified quickly by the relevant authorities. Additionally,\nshe emphasised building system interoperability across ministries,\nagencies, local governments, and traditional village administrations as\npart of the National Digital Government System. Rieke also urged the\ncreation of regulations to serve as the legal basis for data integration\nand cross-agency coordination in national immigration\nadministration.<\/p>",
