        "content": "<p>JAKARTA, KOMPAS.com - Deputy Chairman of Commission X of the\nIndonesian House of Representatives, Lalu Hadrian Irfani, assessed that\nthe issue of salaries for non-civil servant (non-ASN) lecturers below\nthe city minimum wage (UMK) is no longer merely an economic matter but\nhas entered the realm of humanity.<\/p>\n<p>\u201cIf non-ASN lecturers are treated like daily workers with variable\nsalaries, while their 12-hour daily workload is equivalent to that of\nASN lecturers, in my view, this is no longer an economic problem; it has\nentered the realm of humanity and social justice,\u201d said Lalu, when\ncontacted by Kompas.com on Tuesday (5\/5\/2026).<\/p>\n<p>Lalu emphasised that the state must not allow the salary system for\nlecturers to be entirely determined by market mechanisms or the policies\nof individual universities.<\/p>\n<p>According to him, the government needs to intervene to address the\ninequalities that occur, particularly between ASN and non-ASN lecturers\nat public legal entity universities (PTNBH).<\/p>\n<p>Lalu also mentioned that the Constitutional Court (MK) ruling on the\nmaterial review of Law No.\u00a014 of 2005 on Teachers and Lecturers will\nserve as a reference for future policy formulation.<\/p>\n<p>\u201cWe certainly respect the ongoing constitutional process at the MK.\nWe will not influence the decision and will await the ruling as a\nreference for determining next steps, both in legislative and oversight\nfunctions,\u201d Lalu stated.<\/p>\n<p>Lalu assured that the substance of the MK ruling will be accommodated\nin the National Education System Bill (RUU Sisdiknas), including demands\nfor lecturers\u2019 base salaries to be at least equivalent to the minimum\nwage in the region where the university is located.<\/p>\n<p>\u201cThus, lecturers\u2019 base salaries shall at least be equivalent to the\napplicable regional minimum wage in the area where the higher education\ninstitution is located,\u201d he concluded.<\/p>\n<p>\u201cIf relying solely on a base salary of Rp 3,390,500, that amount is\nbelow the Depok city minimum wage (UMK) applicable for 2025-2026,\u201d said\nIrwansyah, during the hearing of case number 272\/PUU-XXII\/2025 on\nTuesday.<\/p>\n<p>He explained that the lecturer salary system is highly dependent on\ncampus autonomy policies regulated through rector\u2019s regulations, thus\nnot providing equal protection for all educators.<\/p>\n<p>\u201cThe components of lecturers\u2019 income are highly variable and based on\nperformance or incentives, not on a fixed minimum standard of living\nguarantee,\u201d he said.<\/p>\n<p>In agreement, Chair of the Gadjah Mada University Workers\u2019 Union\n(SEJAGAT), Amalinda Savirani, assessed that the salary system in PTNBH\ndoes not yet reflect a sense of justice.<\/p>\n<p>Based on SEJAGAT\u2019s internal survey, 60 percent of lecturers\nconsidered the wages received unworthy compared to their workload,\nqualifications, and performance.<\/p>",
