        "content": "<p>Jakarta (ANTARA) - Member of Commission IV of the Indonesian House of\nRepresentatives (DPR RI), Rajiv, has requested a temporary halt to\nreclamation activities on Serangan Island, Bali, for evaluation to\nprevent further widespread damage and ensure development proceeds\nwithout harming the ecosystem and local communities. He also called on\ncentral and regional governments to evaluate the reclamation activities\nthat have been ongoing for nearly four decades on the island. \u201cI request\nthe temporary suspension of all development, reclamation, land\ncompaction, vegetation clearing, and use of heavy machinery in the\nSerangan Island area,\u201d Rajiv said in a statement received in Jakarta on\nMonday. He stated that the temporary halt would continue until all\npermitting documents, land status, environmental studies, and spatial\nplanning compliance are thoroughly examined openly. According to him,\nthis temporary suspension is not an anti-investment stance, but rather a\nprecautionary mechanism to prevent broader damage and ensure that\ndevelopment does not sacrifice the ecosystem and local communities.\nRajiv also highlighted the massive reclamation on Serangan Island, Bali,\nand the destruction of the mangrove ecosystem. Over decades, the\nreclamation has caused drastic changes to the landscape. Based on\nspatial data he obtained, from 1985 to 2024, due to coastal reclamation\non Serangan Island, its area has increased from 169.64 hectares to\n600.96 hectares. \u201cOver nearly four decades, the area of Serangan Island\nhas grown by 431.32 hectares. That means, on average, Serangan expands\nby 10 hectares each year,\u201d he revealed. Rajiv said that Serangan Island,\nformerly a small island with ecological, social, cultural, and economic\nfunctions for coastal communities, has now undergone drastic landscape\nchanges due to reclamation. \u201cThe main problem with the reclamation of\nSerangan Island is not merely the addition of land, but the loss of the\necological functions of coastal spaces that previously supported local\ncommunity life,\u201d he said. Research by scientists from Gadjah Mada\nUniversity (UGM) records that reclamation policies on Serangan Island\u2019s\ncoast have caused negative impacts such as coastal abrasion, loss or\ndamage to ecosystems, and social conflicts due to loss of livelihoods\nand land acquisition issues. \u201cThere is an academic study by UGM\nresearchers that finds the impacts of reclamation are not only physical\nbut also affect the right to life of coastal communities who have long\ndepended on the sea, mangroves, and traditional fishing grounds,\u201d he\nstated. He also revealed ecological impacts such as abrasion and\ndisruption to turtle ecosystems, as well as damage to coral reefs\npost-reclamation. The situation has become more serious following\ncomplaints from local residents indicating alleged mangrove clearing and\nland compaction in Teluk Lebangan, Serangan Island. \u201cLocal residents\u2019\ncomplaints further clarify the loss of living space for coastal\ncommunities; the reclamation of Serangan Island requires corrective\naction, not just an ordinary tourism development project,\u201d said Rajiv.\nHe emphasised that the special economic zone (KEK) status should not\njustify ignoring environmental protection, local community rights, and\nprinciples of sustainable spatial planning. Rajiv assessed that\ninvestments must be subject to environmental carrying capacity, not the\nother way around, so firm actions need to be taken immediately. \u201cThe\nregional government, Bali DPRD, National Land Agency, law enforcement\napparatus, and environmental agencies need to evaluate the reclamation\nactivities on Serangan Island, Bali,\u201d he said.<\/p>",
