        "content": "<p>Most Indonesian research ends up in wastebasket<\/p>\n<p>JAKARTA (JP): Most of the research conducted in Indonesia ends<br>\nup in the wastebasket because it has no commercial application, a<br>\nsenior researcher said yesterday.<\/p>\n<p>Djoko Pitono of the Indonesian Institute of Sciences (LIPI)<br>\nalso said that most research facilities in Indonesia are being<br>\nused by foreign researchers rather than their local counterparts.<\/p>\n<p>He said that research conducted in Indonesia does not reflect<br>\nthe demands of industry, the development and advancement of which<br>\ndepends on the existence of strong research and development<br>\nagencies, Djoko told an international workshop on the<br>\ncommercialization of research work.<\/p>\n<p>\"Many of our researchers only think about the research,<br>\nwithout bothering about its commercial aspects. That is why much<br>\nof the researchers' output lies neglected after its completion,\"<br>\nDjoko said.<\/p>\n<p>The two-day workshop, titled Commercialization of Research and<br>\nDevelopment Output, has been organized by the Science and<br>\nTechnology Policy Asian Network (STEPAN).<\/p>\n<p>Djoko heads the Indonesian delegation to the meeting, which is<br>\nbeing attended by representatives from 15 other STEPAN member-<br>\ncountries: Australia, Bangladesh, China, India, Japan, South<br>\nKorea, Laos, Malaysia, the Maldives, Nepal, New Zealand,<br>\nPakistan, the Philippines, Sri Lanka and Thailand.<\/p>\n<p>Djoko said Indonesia's manufacturing companies have had to<br>\nturn to research conducted by foreign researchers because local<br>\nresearch agencies cannot meet their needs.<\/p>\n<p>\"That is also one of the things that have prevented our<br>\nresearchers from improving their skills. On top of that, many<br>\nresearch centers here are used by foreign researchers instead of<br>\nlocal researchers,\" said Djoko, who heads LIPI's Center of<br>\nScience and Technology Analysis Development.<\/p>\n<p>The Indonesian government, he said, has made a commitment to<br>\ndevelop the research and development sector, particularly for the<br>\nmanufacturing industry.<\/p>\n<p>The government is committed to increasing spending on research<br>\nand development (R&amp;D), he said. \"R&amp;D spending, currently about<br>\n0.3 percent of the government budget, should gradually increase<br>\nto 2 percent over the next 25 years,\" he said.<\/p>\n<p>At the same time, the government is also encouraging the<br>\nprivate sector to invest more in research and development, he<br>\nsaid, adding that if private sector now still accounts for only<br>\n20 percent of total research spending, its contribution is<br>\nexpected to reach 60 percent within the next 25 years.<\/p>\n<p>STEPAN chairman Rahardi Ramelan of the Indonesian National<br>\nDevelopment Planning Board said in his opening remarks that the<br>\nweak link between the worlds of industry and research is common<br>\nto most developing countries.<\/p>\n<p>\"One of the aims of this workshop is to share together the<br>\nwide range of problems that are experienced by STEPAN member-<br>\ncountries in implementing the commercialization of research and<br>\ndevelopment outputs,\" Rahardi said.
