        "content": "<p>Most developers tend to ask for dispensations<\/p>\n<p>JAKARTA (JP): Governor Surjadi Soedirdja said developers&apos;<br>\nconstant desire to get facilities from the city, like being<br>\nallowed to pay fees in installments, would hamper public<br>\nservices.<\/p>\n<p>He said while many developers had yet to complete their<br>\nobligations to provide public facilities, they kept asking for<br>\nsuch dispensations.<\/p>\n<p>Surjadi was speaking at the opening of the first phase of the<br>\nKalilio renovation project in Senen Triangle, Central Jakarta.<\/p>\n<p>&quot;By paying fees in installments, the developers slow down the<br>\nmunicipality&apos;s service to people. This should not happen,&quot;<br>\nSurjadi said.<\/p>\n<p>He said by not immediately fulfilling their public<br>\nobligations, the developers could &apos;enjoy themselves&apos;, while<br>\npeople could not enjoy anything.<\/p>\n<p>&quot;Developers should fulfill their obligations, not for the<br>\nmunicipality&apos;s benefit, but for the public&apos;s,&quot; Surjadi said.<\/p>\n<p>He said the administration would not hesitate to take stern<br>\naction against developers who were not willing to abide by<br>\nexisting regulations.<\/p>\n<p>Based on gubernatorial decree No. 540\/1990, private developers<br>\nare obliged to build social and public facilities, including<br>\nschool buildings, places of worship and parks.<\/p>\n<p>Developers failing to meet these obligations face punishment,<br>\nincluding city refusal to process building permit applications.<\/p>\n<p>Last year, Council Speaker M.H. Ritonga said at least 77<br>\ndevelopers owe public facilities worth Rp 600 billion to the<br>\ncity, since the rule came into effect in 1990. The facilities<br>\nshould be handed over to the municipality as city property.<\/p>\n<p>Kalilio<\/p>\n<p>The project officiated yesterday was related to the renovation<br>\nof 3.8 hectares in the Kalilio area, a city program to upgrade<br>\nthe Senen subdistrict in Central Jakarta.<\/p>\n<p>The Kalilio subdistrict now has three apartment towers,<br>\nincluding a service apartment building, and an office tower. The<br>\n157 fully serviced apartments will be managed by Allson<br>\nInternational Hotels and Resorts of Hong Kong.<\/p>\n<p>After its completion, the whole complex, namely the Mitra<br>\nOasis complex, will have three apartment towers, two office<br>\ntowers and a three-star hotel.<\/p>\n<p>Renovation of the former slum area first started in 1983 by a<br>\nprivate developer, but was then transferred to the city-owned<br>\nconstruction company PD Pembangunan Sarana Jaya in 1985.<\/p>\n<p>Sarana Jaya then cooperated with a private developer, PT<br>\nSumber Mitrarealtindo, to renovate Kalilio.<\/p>\n<p>Land appropriation for the project, which affected 686<br>\nfamilies, lasted from May 1991 to September 1992.<\/p>\n<p>Families affected by the project were given Rp 10 million each<br>\nfor their land. &quot;Total land compensation paid was Rp 38 billion,&quot;<br>\nSumber Mitra&apos;s president, Yan Mogi, said.<\/p>\n<p>Total investment of the entire project, scheduled for<br>\ncompletion by the end of next year, is estimated to be Rp 350<br>\nbillion, he said.<\/p>\n<p>After Surjadi had left, Yan said his company has developed<br>\nrequired public facilities, such as building streets, repairing a<br>\nmosque at the project&apos;s site and constructing an elementary<br>\nschool in Pulogebang in East Jakarta.<\/p>\n<p>Central Jakarta Mayor Abdul Kahfi said developers faced<br>\ndifficulty in building facilities at project sites where land was<br>\nexpensive.
