        "content": "<p>Most civil servants unprofessional<\/p>\n<p>JAKARTA: Only 40 percent of the four million civil servants in<br>\nthe country are professional and perform their job well, a<br>\nminister said on Tuesday.<\/p>\n<p>State Minister of Administrative Reforms Feisal Tamin said the<br>\ngovernment was shouldering a huge burden to improve the poor<br>\nbureaucracy, which President Megawati Soekarnoputri once branded<br>\na trash can.<\/p>\n<p>Speaking after a meeting with Vice President Hamzah Haz,<br>\nFeisal said it would be difficult for the government to dismiss<br>\nunprofessional civil servants because of the extra expense the<br>\nstate would have to bear in providing them with severance pay.<\/p>\n<p>&quot;For the time being, we can only encourage them to work harder<br>\nand improve their job performance,&quot; Feisal said.<\/p>\n<p>He called on the public to help the government improve<br>\nbureaucracy by, among other things, reporting any irregularities<br>\ncommitted by civil servants to their superiors. -- Antara<\/p>",
