        "content": "<p>Most civil servants unproductive, unskilled<\/p>\n<p>The Jakarta Post, Jakarta<\/p>\n<p>State Minister of Administrative Reforms Feisal Tamin has<br>\ncriticized the civil service, saying some 60 percent, or<br>\n3,000,000, of its five million staff are unproductive,<br>\nunprofessional and corrupt.<\/p>\n<p>&quot;Around 60 percent of our civil servants are unproductive and<br>\nhave low standards of professionalism. Some go to office just to<br>\nread a newspaper and many only see their offices once a year,&quot;<br>\nFeisal said after swearing in new executives of the Civil<br>\nServants Corps office in Batam, Riau, on Friday.<\/p>\n<p>Overstaffing in government offices across the country dates<br>\nback to the New Order era but no concrete action has been taken<br>\nto solve the problem due to the high unemployment rate.<br>\nUnemployment has reached 48 million nationwide.<\/p>\n<p>Feisal said all government offices, agencies and state-owned<br>\ncompanies employing civil servants should be reorganized in a<br>\nmove to minimize overstaffing.<\/p>\n<p>&quot;We currently have five million civil servants, but only 40<br>\npercent of them have the skills and qualifications needed to do<br>\ntheir tasks properly. With the proposed organizational revamp, a<br>\ngovernment office should no longer be over or short staffed,&quot; he<br>\nsaid.<\/p>\n<p>The minister, who is a former secretary-general of the home<br>\nministry and former chairman of the Indonesian Civil Servants<br>\nCorps (Korpri), acknowledged that corruption and collusion was<br>\nrampant in the civil service but said it was very difficult to<br>\nminimize because of the absence of data and of reports on the<br>\npractices.<\/p>\n<p>&quot;Qualitatively, the number of legal violations and corruption<br>\ncases in the civil service is very high, and many have been<br>\npunished according to civil service rulings and the law,&quot; he<br>\nsaid.<\/p>\n<p>Feisal has called on the public to report corrupt civil<br>\nservants through P.O. Box 5000, saying his office would look into<br>\nreports and complaints submitted through the post box.<\/p>\n<p>&quot;The public, including journalists, are encouraged to report<br>\ncorrupt government workers, complete with data to allow<br>\ninvestigators to probe the cases professionally,&quot; he said.<\/p>\n<p>He said the government would also issue a ruling barring<br>\ngovernment officers from occupying two jobs because it would make<br>\nthem unprofessional and unproductive and simultaneously decrease<br>\njob opportunities for others.<\/p>\n<p>Feisal said further that the government was also considering a<br>\nreturn to the six-day working week for civil servants to provide<br>\noptimum service to the public.<\/p>\n<p>&quot;The five-day working week, which was implemented almost 10<br>\nyears ago, has been found to be ineffective, leading to<br>\ninefficiency in the provision of government services,&quot; he said.<\/p>",
