More low-cost apartments to be built<\/p>\n

The city administration is planning to require developers that
\nhave not fulfilled their obligations to construct public and
\nsocial facilities to build low-cost apartments for the poor
\ninstead.<\/p>\n
\"We will invite them (the developers) to fulfill their
\nobligations by taking part in developing low-cost apartments,\"
\nJakarta Governor Sutiyoso told reporters at City Hall on the
\nsidelines of a meeting with the House of Representatives'
\nCommission V overseeing development affairs on Thursday.<\/p>\n
The commission paid the city administration a visit to discuss
\nthe development of low-cost apartments for poor residents in the
\ncapital.<\/p>\n
Sutiyoso said many developers had not met their obligations to
\nbuild infrastructure and facilities for the public and for non-
\ncommercial purposes.<\/p>\n
Without detailing the number of indebted developers, City
\nSecretary Ritola Tasmaya confirmed Sutiyoso's statement.<\/p>\n
\"We already have a list of developers who have yet to render
\nfacilities for public and social purposes to the administration,\"
\nhe said.<\/p>\n
He acknowledged that in the past the administration failed to
\ntake stern action against developers who failed to fulfill their
\nobligations.<\/p>\n
\"We will expedite the process of submission. And, instead of
\nbuilding public facilities, we will ask them to build apartments.
\nWe will provide site plans and they (the developers) will have to
\nconstruct apartments,\" he said.<\/p>\n
According to Ministerial Decree No. 1\/1987 issued by the
\nMinistry of Home Affairs, developers have to build infrastructure
\nand facilities for public and social purposes whenever a housing
\ncomplex is developed.<\/p>\n
Those facilities include schools, sports centers, places of
\nworship, markets, parks and playgrounds. Such facilities cannot
\nbe converted into building premises for commercial purposes and
\nhave to be handed over to the local administration within five
\nyears.<\/p>\n
The city administration has repeatedly said that developers
\nwere not fulfilling their obligations and that they were
\nconverting sites for public facilities into commercial premises.<\/p>\n
Some developers, however, have said that they could not build
\nthe facilities because of red tape and illegal fees charged by
\ncorrupt city officials. They also charged that the Jakarta
\nadministration did not properly maintain the public facilities
\nthat had been already handed over to them.<\/p>\n
Sutiyoso's administration plans to develop a total of 71,000
\nlow-cost apartments by 2010.<\/p>\n
During Thursday's meeting, legislator Enggartiasto Lukito said
\nthat his commission would help convey the City administration's
\ndesire to build more apartments to State Minister for Public
\nHousing M. Yusuf Anshari.<\/p>\n
\"We will try to include fund allocations for the development
\nof low-cost apartments in Jakarta in our deliberations ... The
\nadministration, however, should first lodge its proposal with the
\ncommission,\" he said.<\/p>\n
Separately, City Housing Agency head Deddy Tisnamiharja said
\nhis agency planned to build 2,040 apartments in three locations
\nacross the city next year.<\/p>\n
\"We are ready to build the apartments as we have already
\nacquired the land in three locations,\" he said.<\/p>\n
Those locations are in Rawa Bebek subdistrict, Pulogebang in
\nEast Jakarta, Marunda subdistrict, Cilincing district in North
\nJakarta, and Karet Tengsin subdistrict in Tanah Abang, Central
\nJakarta.<\/p>",
