        "content": "<p>Moral commitment<\/p>\n<p>Towards the general election slated for early June 1999, many<br>\nof our fellow countrymen, whether of Chinese origin or not, and<br>\naliens, are getting ready to leave the country. Besides, many<br>\ncompanies, both national and foreign, have postponed new<br>\ninvestments and business expansion. There is fear, therefore,<br>\nthat the country&apos;s economic activities, now proceeding only with<br>\ndifficulty, will shortly come to a complete standstill.<\/p>\n<p>People are worried that toward the general election --<br>\nparticularly during the campaigning period and on voting day --<br>\nincidents like those now going on in Ambon will break out in<br>\nmajor cities across the country. In short, the situation in the<br>\nrun up to the general election is felt to be both very uncertain<br>\nand frightening.<\/p>\n<p>To foster optimism and a little confidence that the upcoming<br>\npolls will proceed safely and peacefully, I wish to propose that<br>\nthe Minister of Home Affairs, the Commander of the Armed Forces<br>\nand general chairpersons of political parties -- whether taking<br>\npart in the upcoming election or not -- sign a sort of a joint<br>\npublic statement that the 1999 general election will proceed<br>\nsafely and peacefully. It will be even better if this joint<br>\nstatement also gives a &quot;guarantee&quot; along those lines.<\/p>\n<p>In the light of such a statement, all social forces will be<br>\nmorally committed to doing their best to ensure that the general<br>\nelection proceeds safely and peacefully. It will inspire greater<br>\noptimism and confidence on the part of the community.<\/p>\n<p>Consequently, the community will be bolstered to participate in<br>\nmonitoring the organization of the election in order to ensure<br>\nthat it is safe, peaceful, honest, fair and transparent.
