        "content": "<p>Mondatory reforestation fees ruling reviewed<\/p>\n<p>JAKARTA (JP): Mandatory reforestation fees and forest<br>\nroyalties must now be paid by forest concessionaires unless the<br>\nconcessionaires are integrated with wood-processing plants,<br>\nForestry Minister Djamaludin Suryohadikusumo says.<\/p>\n<p>However, forest concessionaires integrated with wood-<br>\nprocessing factories will still be allowed to process and pay the<br>\nmandatory fees on a self-assessment basis, Djamaludin said,<br>\nquoting Ministerial Decree No. 358 and 359\/1996.<\/p>\n<p>The decree has been in effect since July 8.<\/p>\n<p>\"A five-year evaluation has shown that the previous regulation<br>\n-- Ministerial Decrees No. 271 and 272\/1993, which allowed all<br>\nwood-processing firms to self-process and self-assess their<br>\nmandatory payments -- was severely violated by the firms,\" he<br>\nsaid.<\/p>\n<p>Djamaludin said the evaluation also shows that the<br>\ntechnicalities of the previous regulations lacked detail,<br>\ncontained many loopholes and, at the same time, the government<br>\ncould not maintain a sound level of supervision and control.<\/p>\n<p>Advantage<\/p>\n<p>Many wood-processing firms which were not integrated with<br>\nforest concessionaires took advantage of the situation by failing<br>\nto pay the fees on time, Djamaludin said.<\/p>\n<p>He said that during the January-May period of 1995, for<br>\nexample, the total amount of unpaid forest royalties and<br>\nreforestation fees was Rp 29.7 billion (US$12.91 million), which<br>\nreached Rp 33.5 billion for the corresponding period of this<br>\nyear.<\/p>\n<p>Djamaludin said this amount accounted for 3 percent of the<br>\ngovernment's total earnings from the mandatory fees, which reach<br>\nRp 1.2 trillion a year on average.<\/p>\n<p>He said the government will soon issue and publicize a list of<br>\nwood-processing firms which are allowed to conduct self-<br>\nassessments.<\/p>\n<p>However, he said, companies that are not integrated with<br>\nforest concessionaires but are capable of paying their fees<br>\nresponsibly may also be included on the list.<\/p>\n<p>The list will be evaluated on a yearly basis, during which<br>\ntime negligent companies may be dropped and responsible ones<br>\nadded.
