        "content": "<p>PT Roatex Indonesia Toll System (RITS), the business entity\nimplementing the Multi Lane Free Flow (MLFF) based contactless toll\ntransaction system, has addressed the ongoing delay in its realisation.\nAs of mid-2026, the barrier-free toll payment system has yet to commence\ncommercial operations, even though the cooperation contract with the\ngovernment has been in effect for more than four years. PT RITS Director\nRenaldi Utomo explained that the company first received a work order\nletter (SPK) on 15 March 2022. Under that regulation, the MLFF\nimplementation was to use a full barrier-free scheme. However, to bridge\necosystem readiness on the ground, the MLFF implementation has undergone\nadjustments, whereby an implementation with barriers will be carried out\nduring the upcoming transition period. \u201cWe convey that the cooperation\ncontract held by PT RITS since obtaining the work order from the\ngovernment on 15 March 2022 still refers to the MLFF concept. However,\nduring the transition period, the use of barriers at physical toll gates\nmay still be functional,\u201d he told Bisnis on Sunday (21\/6\/2026). In line\nwith this, the execution roadmap for this Hungarian-origin technology\nwill be divided into two timelines: a phased transition concept and a\nfull operational concept according to the original design. When asked\nabout when the MLFF system will be implemented on Indonesian toll roads,\nhe declined to elaborate further. Renaldi only stated that the final\nexecution schedule rests entirely with the Ministry of Public Works and\nthe Toll Road Regulatory Agency (BPJT). \u201cThe final decision, of course,\nlies with the government, and we will continue to support that decision.\nCurrently, the finalisation of the review and the preparation of the\ntrial scenario are being carried out jointly by BPJT,\u201d he added. The\ngovernment is reportedly still refining the readiness of all\noperational, technical, and legal enforcement ecosystem aspects before\nthe system is truly released to the public. Despite facing timeline\nuncertainty, RITS, as the investor and government partner in the MLFF\nproject, stated it remains optimistic that the government will commit to\nfinding the best solution to maintain the investment climate for\ngovernment and business entity partnerships (KPBU). \u201cRegarding\ninvestment, PT RITS believes the government will commit to finding\nwin-win solutions concerning investments experiencing implementation\ndelays,\u201d Renaldi concluded.<\/p>",
