        "content": "<p>Ministry OKs Cipasera municipality<\/p>\n<p>Multa Fidrus, The Jakarta Post, Tangerang<\/p>\n<p>A study by the Ministry of Home Affairs shows that the districts<br>\nof Ciputat, Pamulang, Serpong, Pondok Aren, Cisauk and<br>\nPagedangan, collectively known as Cipasera, have met the<br>\nrequirements to become a separate regency from Tangerang, Banten.<\/p>\n<p>Djoko, one of those who carried out the study, said the six<br>\ndistricts had a score of 3,280, significantly higher than the<br>\n2,228 required by Government Regulation No. 121\/2000.<\/p>\n<p>The score is an accumulative score of 40 variables of public<br>\nfacilities and their ratio in comparison with the total<br>\npopulation in the area. The 40 variables include empty land,<br>\ntelephone network, electricity supply, hospitals, public health<br>\ncenters, roads, schools, public transportation, resident&apos;s<br>\nincome, social organizations, the arts, as well as cultural and<br>\ntourism potential.<\/p>\n<p>Public pressure has been increasing for the establishment of<br>\nthe Cipasera regency, but Tangerang regent Ismet Iskandar has<br>\nstrongly rejected the idea, arguing that the six districts were<br>\nnot ready to become an independent regency.<\/p>\n<p>Ismet, instead, planned to establish two municipalities --<br>\nCiputat and Serpong -- by 2010. Under his plan, the Ciputat<br>\nmunicipality would cover Ciputat, Pamulang and Pondok Aren<br>\ndistricts, while Serpong would cover Serpong, Cisauk and<br>\nPegedangan districts.<\/p>\n<p>Responding to people&apos;s demand, the Ministry of Home Affairs<br>\ndecided to conduct a study on whether or not the six districts<br>\nwere ready to become an independent regency.<\/p>\n<p>Hidayat Suhali, secretary-general of the Joint Committee for<br>\nthe Establishment of Cipasera Municipality (Komber) said that the<br>\nfinding meant that the six districts were more suited to being<br>\nmerged into a regency than into two new towns as suggested by<br>\nRegent Ismet.<\/p>\n<p>&quot;If Ciputat, Pamulang and Pondok Aren are merged into a new<br>\nmunicipality, there will be no more empty land that can be used<br>\nsince the three districts have developed business and residential<br>\nhousing areas, whereas empty land is still available in Serpong,<br>\nCisauk and Pagedangan,&quot; he told The Jakarta Post.<\/p>\n<p>Tangerang regency has a total of 26 districts including<br>\nCiputat, Pamulang, Serpong, Pondok Aren, Pagedangan and Cisauk.<\/p>\n<p>The six districts contribute up to 40 percent of the regency&apos;s<br>\nRp 370 billion annual revenue.<\/p>\n<p>Komber, whose members comprise social organizations, religious<br>\ngroups, academicians, professionals and businessmen, submitted on<br>\nWednesday the result of the study to Tangerang council&apos;s special<br>\ncommittee in charge of looking into the possibility of<br>\nestablishing an independent Cipasera regency.<\/p>\n<p>Any move to set up a separate Cipasera regency, however, would<br>\nhave to get the nod from Regent Ismet.<\/p>\n<p>Margiono, chairman of the coordinating body (Bakor) for the<br>\nestablishment of Cipasera regency, said Bakor and Komber<br>\nappreciated the council&apos;s response to people&apos;s demand for a new<br>\nregency.<\/p>\n<p>&quot;We hope that the special committee will really look into the<br>\nresults of the study and follow it up soon so that the new<br>\nmunicipality can be formed in 2006,&quot; he said.<\/p>\n<p>Councillor Abdul Muin Basuni, who chaired the special<br>\ncommittee promised that he and 23 other committee members would<br>\ndiscuss the study as soon as possible.<\/p>",
