The Ministry of Religion (Kemenag) is supporting the implementation
of Government Regulation (PP) No. 17 of 2025 concerning Electronic
System Governance in Child Protection and Minister of Digital and
Telecommunications Regulation No. 9 of 2026, which postpones social
media access for children under 16 years old beginning 28 March 2026,
known as PP TUNAS (Wait Until Children Are Ready).

This support is being realised through strengthening moral and
digital ethics values across all religious education institutions to
ensure sustained child protection in cyberspace.

Minister of Religion Nasaruddin Umar stated that Kemenag’s support
will target the ecosystem of its vast educational network. Primary
protection efforts cover 10.4 million madrasah students, 3.3 million
pesantren students, and tens of thousands of students at religious
schools from various faiths.

“Kemenag is committed to fully supporting the spirit of PP TUNAS to
safeguard the future of Indonesia’s golden generation. We are not only
focusing on technical aspects, but on strengthening the moral and
digital ethics ‘fortress’ for students in religious education
environments,” said the Minister, speaking on Thursday (12 March).

Kemenag’s support in strengthening digital literacy has actually been
underway since 2025. The ministry has conducted digital literacy
training for 269,495 participants, comprising teachers, religious
educators, and Islamic preachers. This training is designed to equip
educators to guide children in distinguishing beneficial content from
harmful material.

Kemenag has also innovated by integrating digital ethics curricula
into religious education subjects. Artificial Intelligence (AI)
technology has been introduced through the “Santri Skilled in AI”
programme and the creation of child-friendly educational content. This
initiative aims to ensure children are not only “ready” in terms of age,
but also possess intellectual competence when beginning to engage with
social media.

“The independence and sustainability of this protection requires
synergy. Kemenag has established collaboration with the Ministry of
Digital and Telecommunications through a Memorandum of Understanding to
ensure that religious activities that are friendly and courteous are
also reflected in the digital space,” the Minister explained.

Going forward, the Minister continued, the Ministry of Religion will
intensify two key areas. First, utilising the network of religious
educators to provide education to families regarding child-rearing in
the digital era and the importance of postponing children’s access to
the digital space.

Second, strengthening the implementation of Child-Friendly Madrasah
and Child-Friendly Pesantren programmes that promote healthy educational
environments and limit the use of digital technology inappropriate for
children’s ages.

“We will promptly prepare action plans to effectively protect
children in the digital space,” the Minister stated.

Through this proactive approach, Kemenag hopes that PP TUNAS can
operate optimally and have lasting impact. By strengthening digital
literacy from school and pesantren classrooms, Kemenag is confident that
Indonesian children will grow into future leaders who are excellent,
virtuous, and intelligent in utilising technology.
",
