        "content": "<p>South Tangerang, Kompas.com \u2013 The Ministry of Public Works (PU) has\nrevealed the reasons for granting permission to divert the Ciputat and\nCibenda rivers to the developers of the Bintaro XChange area in South\nTangerang since 2011.<\/p>\n<p>Deputy Minister of PU, Diana Kusumastuti, stated that the permission\nwas given on the condition that a replacement river be built with a\nminimum capacity equal to or greater than the original to avoid\ntriggering floods in the surrounding areas.<\/p>\n<p>\u201cThe diversion permission was issued on the condition that there is a\nreplacement river with dimensions and capacity at least equal to or\ngreater. Thus, the river diversion process does not cause flooding in\nthe area,\u201d said Diana when contacted by Kompas.com via text message on\nThursday (7\/5\/2026).<\/p>\n<p>Based on the decision document, the diversion of the Ciputat River\nchannel was carried out as part of river normalisation, considering\nriver channel protection and the results of technical team trials.<\/p>\n<p>The document states that the implementation of the channel diversion\nand the construction of river infrastructure from the old flow to the\nnew one has been declared to function well by the technical team.<\/p>\n<p>\u201cThe diverted river is one of the branches of the same river,\u201d said\nDiana.<\/p>\n<p>The diversion was also said to support the development of the housing\narea in Bintaro.<\/p>\n<p>\u201cThe Secondary Irrigation Channel was closed and diverted using a box\nculvert by straightening and redirecting the flow to the Ciputat River,\u201d\nsaid Diana.<\/p>\n<p>In the decision, PT Jaya Real Property Tbk is required to provide\ncompensation in the form of former river land measuring 21,966 cubic\nmetres, exchanged for replacement land measuring 35,980 cubic metres\nalong with complementary buildings to the Ministry of Public Works.<\/p>\n<p>That land and buildings are then designated as State-Owned Goods\n(BMN). In addition, the company is required to certify the replacement\nriver land in the name of the Republic of Indonesia Government, in this\ncase the Ministry of Public Works, with all costs borne by the\ndeveloper.<\/p>\n<p>Nevertheless, Diana revealed that to date, the replacement river\nassets have not fully been transferred to state ownership.<\/p>\n<p>\u201cThe ownership status of the diverted replacement river assets has\nnot yet changed ownership; it is still owned by Jaya Real. Currently,\nthey have been warned to fulfil or complete their obligations,\u201d said\nDiana.<\/p>",
