        "content": "<p>The Language Development and Fostering Agency (Badan Bahasa) of the\nMinistry of Primary and Secondary Education (Kemendikdasmen) is\nexpanding the mapping of Indonesian language proficiency to formulate\ntargeted and inclusive language policies. Head of Badan Bahasa Hafidz\nMuksin stated in Jakarta on Wednesday that the agency continues to\nbroaden the scope of mapping for the utilisation of the Indonesian\nLanguage Proficiency Test (UKBI) while ensuring this language service\ncan be accessed inclusively. One such effort is the development of the\nUKBI Adaptif Disabilitas Rungu, designed to provide equal opportunities\nfor the hearing impaired to measure their Indonesian language\nproficiency. \u201cKemendikdasmen is committed to bridging the right to\ninclusive education and language as mandated in Law Number 8 of 2016\nconcerning Persons with Disabilities, which includes the right to\nexpression, communication, and access to information,\u201d said Hafidz. He\nexplained that the development of this service began in 2024 and was\ntested nationally in October 2025, involving 222 participants with\nhearing impairments from various regions. The exam materials were\nadapted to the participants\u2019 language experiences, which rely more\nheavily on visual and written information, without reducing the quality\nof measurement. Abduh said the service will continue to be\ndeveloped to become more responsive to community needs. \u201cWe will\ncontinue to prepare various forms of adaptation according to needs and\ntechnological developments,\u201d he said. Through increasingly broad and\ninclusive language proficiency mapping, Kemendikdasmen hopes that UKBI\nresults can become a foundation for learning development, literacy\nimprovement, and the formulation of more effective, data-based language\nand education policies that reach all levels of society. For\ninformation, the 2025 mapping results show the National Indonesian\nLanguage Proficiency Score stands at 64.23. Throughout the year, the\nAdaptive UKBI was taken by 321,383 participants from 38 provinces and\n493 regencies\/cities. Participation also came from 243 foreign nationals\noriginating from 51 countries.<\/p>",
