        "content": "<p>Jakarta (ANTARA) - Minister for Administrative Reform and\nBureaucratic Reform Rini Widyantini received the results of the review\nof the Central Government Performance Report for the 2025 Fiscal Year\nfrom the Head of the Financial and Development Supervisory Agency,\nMuhammad Yusuf Ateh, at the Ministry of PANRB office in Jakarta.<\/p>\n<p>Rini stated that the Central Government Performance Report (LKjPP)\nserves as a reflection of government agencies\u2019 commitment to realising\nan effective and accountable bureaucracy, reiterating that the LKjPP\nreflects the commitment of government agencies in achieving an effective\nand accountable bureaucracy.<\/p>\n<p>\u201cI invite all ministries and agencies to continue strengthening\ncommitment, integrity, and collaboration, so that government performance\nbecomes increasingly effective, accountable, and truly beneficial to the\npublic,\u201d Rini said in her statement in Jakarta on Tuesday.<\/p>\n<p>She added that the LKjPP is an important instrument to ensure that\nbureaucratic reform proceeds in line with established directions.<\/p>\n<p>Through the LKjPP, the government not only assesses the performance\nachievements of ministries and agencies but also reflects on their\ncontributions to national development.<\/p>\n<p>\u201cTherefore, the LKjPP must be positioned not as a formality, but as\nan instrument to direct policies to be more on target and impactful,\u201d\nshe emphasised.<\/p>\n<p>Rini also conveyed that President Prabowo Subianto has stressed the\nimportance of a results-oriented bureaucracy, not mere routines without\nimpact.<\/p>\n<p>The bureaucracy is required to ensure more focused and targeted\nbudget utilisation in supporting national priorities.<\/p>\n<p>\u201cIn this way, every rupiah spent must provide economic benefits and\nimprove public welfare,\u201d Rini said.<\/p>\n<p>The preparation of the LKjPP for Fiscal Year 2025 has undergone a\nseries of processes, starting from the collection and analysis of\nperformance achievement data from all Ministries and Agencies by the\nMinistry of PANRB, to the review conducted by the BPKP team.<\/p>\n<p>Minister Rini explained that the preparation of the LKjPP is mandated\nby Government Regulation Number 8 of 2006 on Financial and Performance\nReporting of Government Agencies, Presidential Regulation Number 29 of\n2014 on the Government Agency Performance Accountability System (SAKIP),\nand Minister of PANRB Regulation Number 9 of 2015 on Guidelines for\nPreparing the Central Government Performance Report.<\/p>\n<p>The subsequent process involves the Ministry of PANRB sending letters\nto Ministries and Agencies to collect their agency performance reports\nas material for compiling the LKjPP. Subsequently, BPKP conducts a\nreview of the LKjPP in accordance with Minister of PANRB Regulation\nNumber 10 of 2015.<\/p>\n<p>Finally, the LKjPP process is submitted to the Ministry of Finance to\nbe attached to the preparation of the Government Financial Report and\nalso to Bappenas for improvements to the future Medium-Term Development\nPlan.<\/p>\n<p>\u201cWith the completion of the LKjPP preparation for Fiscal Year 2025,\nwhich has been equipped with the BPKP review results, I extend my\nappreciation to all parties who have contributed. This also marks the\nfulfilment of the government\u2019s constitutional obligations in accounting\nfor the implementation of the 2025 State Budget,\u201d she concluded.<\/p>\n<p>Meanwhile, BPKP Head Muhammad Yusuf Ateh emphasised that performance\nreports are not merely administrative documents, but reflections of\ncommitment in accounting for public trust.<\/p>\n<p>\u201cTherefore, the quality of the report is not only measured by\ncompleteness, but by honesty, consistency, and its usefulness in\ndecision-making,\u201d Yusuf said.<\/p>\n<p>Based on the BPKP review results, several fundamental challenges\nremain in realising good performance management.<\/p>\n<p>First, discipline in report submission still needs to be\nstrengthened. Second, the quality of performance measurement still needs\nimprovement.<\/p>\n<p>Third, integration between planning, budgeting, and performance\nreporting systems has not yet run smoothly. Fourth, the role of\nGovernment Internal Supervisory Apparatus (APIP) has not been fully\noptimal.<\/p>\n<p>He hopes that the handover of the review results becomes a momentum\nto strengthen governance, improve performance management quality, and\nensure that every rupiah managed truly benefits the public.<\/p>\n<p>On the same occasion, Deputy for Bureaucratic Reform, Apparatus\nAccountability, and Supervision of the Ministry of PANRB, Erwan Agus\nPurwanto, stated that the preparation process for the LKjPP for Fiscal\nYear 2025 could be completed faster compared to the previous year.<\/p>\n<p>This was supported by the availability of data access on the e-monev\napplication of the Ministry of National Development Planning\/Bappenas as\nwell as the monitoring and evaluation system of the Ministry of\nFinance.<\/p>\n<p>Furthermore, it was conveyed that based on the 2025 State Budget\nFinancial Note, there are 99 Ministries and Agencies required to prepare\nperformance reports.<\/p>\n<p>Of that number, 97 Ministries and Agencies have submitted their\nperformance reports, with details of 95 Ministries and Agencies\nsubmitting on time and two ministries and agencies submitting late,\nwhile two agencies have not yet submitted performance reports until the\ncompletion of this LKjPP.<\/p>",
