        "content": "<p>Pangkalpinang (ANTARA) - The Regional Office of the Ministry of Law\nin the Bangka Belitung Islands has harmonised and refined the conception\nof five Draft Regional Head Regulations (Ranperkada) of Central Bangka\nRegency, in order to produce quality regional legal products to support\neffective local governance.<\/p>\n<p>\u201cHarmonisation is a strategic stage to safeguard the quality and\nlegal certainty of a draft regional head regulation,\u201d said the Head of\nthe Bangka Belitung Law Ministry Regional Office, Johan Manurung, in\nPangkalpinang on Tuesday.<\/p>\n<p>He said the five Central Bangka Regency Ranperkada being harmonised\nwere the draft regulation on the Procurement of Goods\/Services by\nRegional Public Service Agencies in the Health Sector, and the draft\nregulation on the Utilisation of Revenue at the Regional Public Service\nAgency Technical Implementation Units of Community Health Centres.<\/p>\n<p>\u201cEvery draft regional head regulation must have a clear basis of\nauthority, be aligned with higher-level legislation, and be capable of\nanswering the needs of governance and public services,\u201d he said.<\/p>\n<p>The Head of the Legislation and Legal Development Division, Rahmat\nFeri Pontoh, said the harmonisation process was carried out by examining\nsubstantive aspects or the substance of the content, as well as the\ntechnical aspects of drafting legislation.<\/p>\n<p>\u201cThe deliberation refers to the provisions and drafting techniques as\nset out in Annex II of Law Number 12 of 2011 concerning the Formation of\nLegislation and its amendments,\u201d he said.<\/p>\n<p>The Assistant I for Governance and People\u2019s Welfare of Central Bangka\nRegency, M. Anas Maruf, expressed appreciation to the Bangka Belitung\nLaw Ministry Regional Office for facilitating the harmonisation\nprocess.<\/p>\n<p>\u201cWe hope the results of the deliberation will ensure that each\nRanperkada does not conflict with higher regulations and can be\nimplemented in accordance with regional needs,\u201d he said.<\/p>",
