        "content": "<p>The Ministry of Human Rights (HAM) is pushing for the establishment\nof a national human rights institutions forum through the revision of\nthe Human Rights Law to strengthen coordination in case handling,\nprotection of vulnerable groups, and continuity of work among human\nrights oversight bodies.<\/p>\n<p>Ministry of Human Rights expert Siti Aminah said the forum would\nserve as a coordination platform between the National Commission for\nHuman Rights (Komnas HAM), National Commission on Violence Against Women\n(Komnas Perempuan), the Indonesian Child Protection Commission (KPAI),\nand the National Commission on Disability (KND).<\/p>\n<p>\u201cThe draft Human Rights Law includes a mandate to establish a\nnational human rights institutions forum,\u201d Siti Aminah said during a\npublic hearing on the Human Rights Law revision in Jakarta on\nMonday.<\/p>\n<p>She added that the forum\u2019s structure is based on existing cooperation\npractices among national human rights institutions, including in issues\nsuch as torture prevention and handling sexual violence crimes\n(TPKS).<\/p>\n<p>\u201cWe have abstracted the collaborative experiences of these four\nnational human rights institutions and incorporated them into the draft\nlaw as a best practice,\u201d she said.<\/p>\n<p>Siti explained that cross-institutional coordination has already been\nimplemented, including through the Coalition for Torture Prevention\n(KuPP) and joint monitoring under the Sexual Violence Crimes Law.<\/p>\n<p>\u201cThese four national institutions conduct joint monitoring and\ndevelop instruments together,\u201d she said.<\/p>\n<p>She cited the Ferdy Sambo case, where Komnas HAM involved Komnas\nPerempuan due to the sexual violence element in the case.<\/p>\n<p>\u201cThis mechanism must be established. When handling suspected human\nrights violations requiring expertise from specific thematic national\nhuman rights institutions, Komnas HAM is obligated to involve them,\u201d she\nsaid.<\/p>\n<p>Siti added that the communication forum aims to maintain\ninter-institutional coordination even when leadership changes occur in\neach national human rights commission.<\/p>\n<p>\u201cThe goal is for these institutions to build on best practices to\nensure continuity in national human rights leadership,\u201d she said.<\/p>\n<p>Meanwhile, Ministry of Human Rights expert Ifdhal Kasim stressed that\nthe Human Rights Law revision does not weaken Komnas HAM but strengthens\nits functions and powers.<\/p>\n<p>\u201cEssentially, no powers are being reduced; instead, Komnas HAM\u2019s\nauthorities are being expanded,\u201d he said.<\/p>\n<p>He explained the strengthened powers include investigative authority,\nsubpoena power, amicus curiae rights, and surprise monitoring of\ndetention facilities.<\/p>\n<p>Meanwhile, Ministry of Human Rights Secretary-General Novita Ilmaris\nsaid the Human Rights Law revision has been included in the 2026\nnational legislative priority and is targeted for immediate discussion\nwith the House of Representatives.<\/p>\n<p>\u201cWe hope and it is our collective hope that the Human Rights Law\ndraft will be enacted in 2026,\u201d she said.<\/p>",
