The Ministry of Housing and Residential Areas (PKP) has stated that
the use of locally developed construction technologies is expected to
enhance the effectiveness of building permanent housing (huntap) for
communities affected by hydrometeorological disasters in Aceh, North
Sumatra, and West Sumatra.

Teddy Paul H Siagian, Expert Staff for Land, Integrated Development,
and Spatial Planning at the Ministry of PKP, noted that the construction
of permanent housing in these three provinces will utilise two proven
and certified domestic construction technologies to improve field
execution efficiency.

“For Aceh and North Sumatra, we will use RISHA panel construction
technology, and in West Sumatra, we will use Precision Interlock Brick
technology. These are homegrown technologies that have been tested and
hold testing certificates from Puskim and SNI (Indonesian National
Standard), so it is expected that these technologies can enhance
construction methods on the ground,” Teddy said in Jakarta on
Friday.

He added that these technologies are designed to support the house
construction process more quickly, efficiently, and with precise
quality, while still meeting safety and comfort standards for
housing.

He explained that the construction of these permanent residences is
part of the Ministry of PKPS’s duties within the Task Force for the
Acceleration of Post-Disaster Rehabilitation and Reconstruction in Aceh,
North Sumatra, and West Sumatra. The programme is supported by an
additional budget allocation of Rp2.2 trillion.

By 2026, the Ministry of PKP aims to construct 7,952 units of
permanent housing, including the necessary infrastructure, facilities,
and utilities (PSU) across the three provinces.

According to Teddy, the government has been identifying land
readiness since early December following the hydrometeorological
disasters. The results show that 54 construction sites are available,
covering a total area of 198.2 hectares.

“We have ensured that for the 2026 target of 7,952 units, 54
locations are available with a total land area of 198.2 hectares, with a
capacity for 7,973 units,” he said. He added that the mapping of
construction sites and housing utilities has been completed across all
target areas to ensure construction readiness.

Meanwhile, the Secretary-General of the Ministry of PKP, Didyk
Choiroel, stated that the Ministry’s budget realisation as of late July
has reached Rp3.27 trillion out of an overall budget ceiling of Rp10.3
trillion. He noted that the Ministry has also received an additional
budget of Rp2.218 trillion, part of which is dedicated to the
construction of permanent housing for disaster-affected communities in
Sumatra.
",
