        "content": "<p>Makassar (ANTARA) - Director General of Regional Autonomy at the\nMinistry of Home Affairs, Cheka Virgouwansyah, stated that the South\nSulawesi Ramadhan Leadership Camp (RLC) strengthens central and regional\ngovernment synergy within the Asta Cita framework.<\/p>\n<p>Speaking as a resource person at the RLC in Makassar on Sunday, Cheka\nsaid the civil service leadership strengthening model implemented by the\nSouth Sulawesi Provincial Government deserves appreciation and has the\npotential to be replicated by other regions across Indonesia.<\/p>\n<p>\u201cI personally and in principle appreciate this Ramadhan Leadership\nCamp activity,\u201d he said.<\/p>\n<p>\u201cWhy not emulate it? Regions certainly have their own schemes and\nstrategies. Gathering executives in a single forum like this is a\npositive thing,\u201d Cheka continued.<\/p>\n<p>He emphasised that the primary objective of such activities is to\nensure all regional government programmes can be executed in alignment\nwith national policy.<\/p>\n<p>\u201cFirst, we must ensure synergy is maintained. This can be achieved\nthrough two things: clarity of policy and effective communication\nbetween the central and regional governments. In this way, central\ndirectives can be translated and executed appropriately at the regional\nlevel,\u201d he explained.<\/p>\n<p>These objectives encompass equitable and fair distribution of\nregional development, encouraging innovation and breakthroughs in public\nservices, improving the quality of services to the public, strengthening\ndemocratic life, and community empowerment.<\/p>\n<p>In addition, regional autonomy is directed towards maintaining\nharmonious relations between the central and regional governments within\nthe framework of the unity of the Republic of Indonesia.<\/p>\n<p>Regional autonomy also aims to enhance public participation,\nstrengthen the synergy of roles and functions of ministries and\ninstitutions as well as regional legislative councils (DPRD) supported\nby capable regional apparatus, and to foster initiative and creativity\nat the regional level.<\/p>\n<p>However, Cheka cautioned that the implementation of regional autonomy\nstill faces a number of challenges.<\/p>\n<p>\u201cNearly all macro indicators, from economic growth and life\nexpectancy to clean water access, have improved overall. The year 2020\nposed a major challenge due to the Covid-19 pandemic, when economic\ngrowth plummeted and per capita income declined,\u201d he said.<\/p>\n<p>For South Sulawesi, Cheka assessed that the province\u2019s achievements\nare relatively in line with national trends, and even demonstrate\noutstanding performance in a number of government affairs.<\/p>\n<p>Based on the general overview of the 2024 provincial government\naffairs performance evaluation across Indonesia, the education sector in\nSouth Sulawesi achieved a very high score of 4.5 (within the highest\nrange of 4.21\u20135.00). The health sector also recorded a score of 4.5.<\/p>\n<p>Cheka stressed that these achievements must continue to be maintained\nand improved through understanding the role of each element of\ngovernment.<\/p>\n<p>\u201cEvery element must understand its position and make its best\ncontribution.
