        "content": "<p>The Ministry of Home Affairs (Kemendagri) held the National\nDevelopment Orchestration Forum in Balikpapan, East Kalimantan, on\nTuesday, 5 May 2026. This forum is part of the 2026 Outstanding Regional\nGovernment Appreciation series.<\/p>\n<p>The forum, themed \u201cStrategic Regional Synergy in Addressing\nChallenges and Strengthening National Competitiveness through\nAccelerating Unemployment Reduction, Poverty Alleviation, Stunting\nReduction, Inflation Control, and Creative Financing,\u201d featured Deputy\nMinister of Home Affairs Bima Arya Sugiarto; Governor of South\nKalimantan Muhidin; Regent of Sukamara Masduki; Mayor of Bontang Neni\nMoerniaeni; moderated by Tempo journalist Rini Kustiani.<\/p>\n<p>Deputy Minister Bima Arya stated that he fully understands the\ndifficulties of being a regional head. According to him, there are three\nsimultaneous challenges currently faced by regional leaders.<\/p>\n<p>\u201cThe first is geopolitics,\u201d he said. Bima did not expect the Iran-US\nWar to require the Indonesian government to monitor its developments,\nextending to issues in the Strait of Hormuz. Bima also urged regional heads to be capable,\nskilled, and intelligent in managing their governments, as conveyed by\nPresident Prabowo Subianto.<\/p>\n<p>Meanwhile, Governor of South Kalimantan Muhidin said that Siti Hawa\nLari (Integrated Duck Farming System in Swamp and Dry Land) and the\nHealthy, Cheerful, Innovative, Resilient, and Active Youth Movement to\nBuild the Nation Together (Germas Cinta Banua) are two programmes that\ncan address poverty and stunting reduction in his region.<\/p>\n<p>Regent of Sukamara Masduki said he continues to implement cheap food\nmovements, LPG market operations, market inspections, quick-harvest\nplanting movements, assistance for farmers and fishermen, and\ndistribution of direct cash assistance for inflation control.<\/p>\n<p>\u201cWe also continue to innovate for inflation control, including Preman\nLaskar and Kompak Ayam,\u201d said Masduki. \u201cKompak Ayam has become our\nflagship innovation for price stability,\u201d he added.<\/p>\n<p>Mayor of Bontang Neni Moerniani, at the forum, said she has\ninnovations for reducing unemployment rates through the Teman Naker\nApplication, Handak Bagawi Innovation, Sipelaris Innovation, and\nPelajaran Innovation. She also has sustainability strategies to support\nunemployment reduction in her area.<\/p>\n<p>\u201cSynergy is carried out between government, business, education, and\nsociety to create more quality job and entrepreneurship opportunities,\u201d\nshe said. The synergies include strengthening human resource\ncompetencies, increasing job opportunities, developing entrepreneurship,\nmulti-stakeholder synergy and collaboration, utilising technology and\ninnovation, and ongoing monitoring and evaluation. \u201cAll of this is done\nto reduce the open unemployment rate in Bontang.\u201d<\/p>\n<p>Previously, Kemendagri has set a strategic policy in the form of\nperformance appreciation for regional governments as an instrument to\nstrengthen regional governance based on performance and results.\nAccording to the Head of the Domestic Policy Strategy Agency,\nKemendagri, Yusharto Huntoyungo, this policy is not only intended as a\nform of appreciation but also as a comprehensive evaluation mechanism to\nensure that every policy and programme implemented by regional\ngovernments truly has a real impact on society.<\/p>\n<p>There are 144 regions that will receive incentives in this\nappreciation, divided into six regions: Sumatra, Kalimantan, Java-Bali,\nSulawesi, Maluku and Nusa Tenggara, and Papua. The activity process has\nbeen ongoing since February 2026, and the appreciation in the six\nregions is planned to be completed in May 2026.<\/p>",
