        "content": "<p>The Ministry of Home Affairs (Kemendagri) held the Appreciation for\nHigh-Performing Local Governments 2026 event. North Sumatra emerged as\nthe best province in the creative financing category.<\/p>\n<p>The award ceremony took place at the Wyndham Opi Hotel in Palembang,\nSouth Sumatra, on Saturday (25\/4\/2026). Four categories were evaluated:\ninflation control, reduction in unemployment rates, alleviation of\npoverty and stunting, and enhancement of creative financing.<\/p>\n<p>In the creative financing category, Kemendagri highlighted\nassessments based on local governments\u2019 abilities to optimise resources\nand create innovative development financing.<\/p>\n<p>The evaluation in this category included innovations in local taxes\nand levies, management of Regional-Owned Enterprises (BUMD), and\nutilisation of Corporate Social Responsibility (CSR) to drive growth and\nwelfare. The effectiveness of managing regional assets and Public\nService Agency Units (BLUD), as well as the ability to forge\npartnerships with business entities through the Regional Public-Private\nPartnership Scheme (KPDBU), were also assessed.<\/p>\n<p>Aspects such as digitalisation, financial governance, and consistency\nin Local Government Financial Report (LKPD) opinions were key factors in\ndetermining regional excellence. This category aims to produce best\npractices that encourage creativity, fiscal independence, and\nsustainable development.<\/p>\n<p>The Appreciation for High-Performing Local Governments event awarded\nthe top three winners at the regency and city levels, as well as one\noverall best at the provincial level.<\/p>\n<p>Here is the list of winners:<\/p>\n<p>Regency Level<\/p>\n<p>1st Place: Bintar Regency<\/p>\n<p>2nd Place: South Lampung Regency<\/p>\n<p>3rd Place: Batu Bara Regency<\/p>\n<p>City Level<\/p>\n<p>1st Place: Bandar Lampung City<\/p>\n<p>2nd Place: Medan City<\/p>\n<p>3rd Place: Palembang City<\/p>\n<p>Provincial Level:<\/p>\n<p>North Sumatra<\/p>\n<p>The winners also received assistance from the government in the form\nof fiscal incentive stimuli for regions. Third-place winners at the city\nand regency levels will receive Rp1 billion in aid.<\/p>\n<p>Meanwhile, second- and first-place winners at the city and regency\nlevels will receive Rp2 billion and Rp3 billion in aid, respectively.\nThe provincial winner also receives a Rp3 billion fiscal incentive from\nthe central government.<\/p>\n<p>The Appreciation for High-Performing Local Governments 2026 is a\ncollaborative event between Kemendagri and detikcom.
