        "content": "<p>The Ministry of Hajj and Umrah of the Republic of Indonesia has\nofficially issued Circular Letter Number S-50\/BN\/2026 regarding the\nchoice of hajj types and the implementation of dam (ritual penalty)\npayments. This regulation aims to provide legal certainty, protect\npilgrims, and ensure that religious practices are conducted in\naccordance with Islamic jurisprudence and applicable regulations.<\/p>\n<p>Puji Raharjo, Director General of Hajj and Umrah Implementation\nDevelopment, emphasised that Indonesian hajj pilgrims have full\ndiscretion in choosing their hajj type in accordance with Islamic law\nprovisions.<\/p>\n<p>\u201cIndonesian hajj pilgrims have the full right to choose their hajj\ntype, whether Ifrad, Qiran, or Tamattu\u2019. However, these choices carry\nconsequences, particularly regarding the obligation to pay dam for\npilgrims performing Qiran and Tamattu\u2019 hajj,\u201d stated Puji in Jakarta on\n16 March.<\/p>\n<p>The circular also provides detailed regulations on dam implementation\nmechanisms, whether conducted in Saudi Arabia or domestically. For\nimplementation in the Holy Land, the government emphasises that animal\nsacrifice for dam must be conducted through official channels managed by\nthe Saudi Arabian Government, specifically through the Adahi\nprogramme.<\/p>\n<p>\u201cAll pilgrims, officials, and religious guides are strictly\nprohibited from conducting or facilitating dam slaughter outside\nofficial mechanisms. This is to avoid sanctions from local authorities\nand ensure the validity of pilgrims\u2019 religious practices,\u201d he\nstressed.<\/p>\n<p>Dam payments through official channels are conducted via the Nusuk\nMasar platform at a cost of approximately 720 SAR or in accordance with\nprovisions applicable during the ongoing hajj season.<\/p>\n<p>In addition to Saudi Arabia, the Ministry of Hajj and Umrah has also\nopened the option for dam implementation domestically. Pilgrims may\nfulfil this obligation through accredited official institutions.<\/p>\n<p>\u201cDam implementation within the country must uphold principles of\nIslamic jurisprudence, accountability, and transparency so that\nreligious practices remain valid whilst providing benefits to eligible\ncommunities,\u201d he added.<\/p>\n<p>Through this circular, the Ministry of Hajj and Umrah has instructed\nall regional offices to conduct massive socialisation campaigns from the\npreparation stage, strengthen oversight, and prevent illegal dam\nslaughter practices both in Saudi Arabia and domestically.<\/p>\n<p>This policy is expected to provide convenience for pilgrims, reduce\nthe potential for illegal practices, and ensure that hajj is conducted\nin an orderly, safe manner in accordance with Islamic jurisprudence and\napplicable regulations.<\/p>\n<p>The Ministry of Hajj and Umrah welcomes the fatwa from Muhammadiyah\u2019s\nCentral Board permitting dam slaughter to be conducted domestically\nunder certain conditions. Minister of Religion Nasaruddin Umar stated\nthat efforts are underway to enable Indonesian hajj pilgrims who must\npay dam to do so within the country. Nasaruddin claimed that the two\nlargest Islamic civil society organisations in Indonesia\u2014Nahdlatul Ulama\nand Muhammadiyah\u2014have given their approval.<\/p>\n<p>Coordinating Minister for Human Development and Culture Muhadjir\nEffendy appreciated the improvements in dam governance implemented\nduring this year\u2019s hajj operations. Pilgrims are urged to pay dam at\nofficial venues to ensure that animals for sacrifice meet the prescribed\nrequirements.<\/p>",
