        "content": "<p>The Director General of Social Forestry at the Ministry of Forestry,\nCatur Endah Prasetiani P, stated that the development of social forestry\ncommodity clusters supports the product downstreaming programme. \u201cThere\nis synergy and collaboration between district governments and social\nforestry business groups (KUPS). Integrated area development can also\ngenerate commodity clustering, which will increase the economic scale of\nsocial forestry products,\u201d she said in Bandarlampung on Wednesday. She\nnoted that nationally there are 160 social forestry products, and\nthrough cooperation with various parties, downstreaming has been carried\nout for several plantation commodities and from multi-forestry\nbusinesses using agroforestry systems. \u201cAfter being overlaid with the\nnational social forestry programme, there are 10 commodities ready for\ndownstreaming, including coffee, cocoa, candlenut, charcoal, coconut,\ncashew, pepper, nutmeg, and clove. However, a main problem, for example\nin Pesawaran Regency, is that there is a candlenut shell briquette\nproduct, but the market demands more production, overwhelming the\nfarmers. So, collaboration is needed to form commodity clusters,\u201d she\nsaid. She continued that the formation of these commodity clusters helps\nsocial forestry business groups meet substantial market demand. \u201cIf\nclusters are formed, it will be easier to reach market demand, because\nthe market always requires certainty regarding quality, quantity,\ncontinuity, local wisdom, and sustainability,\u201d she stated. She explained\nthat the implementation of commodity development for downstreaming will\nuse an agroforestry scheme. \u201cThe market for these downstream products is\nexpected to reach exports, so initially domestic first, then it can\nreach export. Farmers usually process nutmeg oil or the first processed\nraw commodity products, and they typically cooperate with industry to\nfinally become retail products,\u201d she added. According to her, if social\nforestry products have difficulty finding a market or an offtaker, they\nwill be assisted by her party or by the Environmental Fund Management\nAgency (BPDLH). \u201cCurrently, all parties must ensure how these farmers\ncan sell their products, and through this integrated area development,\nthere will be innovation so that farmers do not only sell raw materials.\nThis can increase farmers\u2019 income, and BPDLH has even prepared several\nupstream scenarios from planting or harvesting so that these social\nforestry products can be accepted by offtakers,\u201d she said. It is known\nthat 10 social forestry commodities are currently being developed for\ndownstreaming to support forest conservation and advance villages; these\ncommodities are coffee, cocoa, nutmeg, pepper, candlenut, clove, cashew,\ncoconut, and vanilla.
