        "content": "<p>Waste in Zone IV of the Bantargebang Integrated Waste Processing Site\n(TPST) collapsed on Sunday, 8 March at 14.30 WIB, resulting in five\nfatalities. Environment Minister and Head of the Environmental Control\nAgency (KLH\/BPLH), Hanif Faisol Nurofiq, confirmed on Monday, 9 March\nthat his office is launching a comprehensive investigation and vigorous\nlaw enforcement to ensure that Jakarta\u2019s prolonged waste management\ncrisis does not claim further lives.<\/p>\n<p>\u201cBantargebang is an \u2018iceberg phenomenon\u2019 representing the failure of\nJakarta\u2019s waste management, which has now accumulated a critical burden\nof 80 million tonnes of waste over 37 years,\u201d the Minister stated.<\/p>\n<p>According to Nurofiq, the Bantargebang landslide serves as an alarm\nfor the government to halt waste management using the open dumping\nmethod. The Minister contended that employing open dumping at this\nlocation violates Law Number 18 of 2008, as the existing system is no\nlonger capable of mitigating safety risks for residents.<\/p>\n<p>These non-compliant conditions not only threaten public safety due to\nthe potential for additional landslides, but also constitute a massive\nsource of environmental pollution.<\/p>\n<p>\u201cThis incident need not have occurred if waste management had been\nconducted in accordance with regulations. The Bantargebang TPST must\nserve as a lesson for us all to undertake urgent reforms in the\ninterests of human life and environmental preservation,\u201d Minister Hanif\nstated whilst inspecting the landslide site.<\/p>\n<p>This is not the first such incident at Bantargebang. In 2003, a waste\nlandslide buried residential areas nearby. The collapse of Zone 3 in\n2006 claimed lives and buried dozens of waste pickers. This pattern of\nsystemic failure continued until January 2026 when the subsidence of a\nplatform dragged three waste trucks into a river, followed by further\nwaste landslides.<\/p>\n<p>According to Minister Hanif, this series of recurring incidents\ndemonstrates the fatal risks posed by overload conditions at the\nBantargebang TPST. Given the repeated occurrences and associated risks\nto human life, the Minister has affirmed that responsible parties will\nface strict enforcement action in accordance with Law Number 32 of 2009\nconcerning Environmental Protection and Management. Criminal penalties\nrange from 5\u201310 years imprisonment with fines of 5\u201310 billion rupiah for\nthose whose negligence has resulted in death.<\/p>\n<p>The Environment Ministry had previously issued warnings regarding\nwaste management conditions at Bantargebang, which were assessed as\npresenting a high level of risk. Through the Deputy for Environmental\nLaw Enforcement on 2 March 2026, a Notice of Investigation Commencement\n(SPDP) was issued against several waste management facilities deemed to\nbe at risk, including the Bantargebang TPST.<\/p>\n<p>Following the Bantargebang landslide, the government has prioritised\nthe evacuation of all victims whilst initiating a comprehensive\ninvestigation to strictly enforce penalties for management negligence\nthat endangers residents\u2019 lives. As a long-term solution, the\nBantargebang TPST will be converted exclusively for inorganic waste\nprocessing through strengthened waste segregation at source and\noptimisation of the Refuse Derived Fuel (RDF) facility at Rorotan.\nInter-agency coordination will be strengthened to ensure Jakarta\u2019s waste\nprocessing capacity reaches 8,000 tonnes daily.<\/p>\n<p>Bekasi Municipality has conducted evacuations following the landslide\nat the Bantargebang facility, with Bekasi Mayor Tri Adhianto expressing\nconcern. West Java Governor Dedi Mulyadi has extended condolences and\nurged all parties to remain vigilant against unforeseen disasters.<\/p>\n<p>Jakarta DKI Legislative Council Member Hardiyanto Kenneth has called\nfor the Provincial Government to conduct a comprehensive evaluation\nfollowing the Bantargebang TPST collapse.<\/p>\n<p>Heavy equipment has been deployed to search for victims of the waste\nlandslide at the Bantargebang facility in Bekasi Municipality. If waste\nmanagement issues are not urgently addressed, numerous landfills are\nprojected to reach maximum capacity by 2028. Environment Minister Hanif\nFaisol has endorsed the Indonesian Ulema Council\u2019s (MUI) fatwa declaring\nit impermissible to dump waste into rivers, and has pledged to swiftly\nrevoke administrative sanctions against dozens of waste management\ncontractors in Puncak, Bogor.<\/p>",
