        "content": "<p>The Ministry of Defence has stated that the plan to build two Reserve\nComponent (Komcad) battalions per regency\/city will be adjusted in line\nwith the development of the main component. Head of the Ministry of\nDefence\u2019s National Reserve Agency, Lieutenant General TNI Gabriel Lema,\nsaid the presence of the reserve component serves as a force multiplier\nand enlarger of the strength possessed by the main component. \u201cThis is a\ncomplete collaboration and cannot be separated from one another,\u201d said\nLieutenant General Gabriel during a press conference in Jakarta on\nSaturday. He explained that Indonesia\u2019s defence employs the Universal\nPeople\u2019s Defence and Security System (Sishankamrata). The universal\ndefence system, he said, encompasses the main component, the reserve\ncomponent, and the supporting component. In developing the main\ncomponent, namely the Indonesian Army, Navy, and Air Force, Gabriel\nnoted there is also a discourse that one battalion or one city\nthroughout Indonesia will in future be guarded by one Territorial\nDevelopment Battalion. \u201cTogetherness in the context of the reserve\ncomponent is to enlarge strength, this adjusts and aligns so that the\nreserve component, its future projection, will also be present in every\nregency or city,\u201d he said. Accordingly, he stated that the Ministry of\nDefence will gradually but surely implement the formation of two Reserve\nComponent battalions per regency. The development, according to him,\nwill also be adjusted to existing needs, priority scales, and\ncapabilities. The discourse on building two Special Reserve Component\nbattalions in all regencies across Indonesia was previously expressed by\nDeputy Minister of Defence Donny Ermawan Taufanto. \u201cOur hope is that in\nevery regency there will be two Reserve Component battalions, in 514\nregencies,\u201d said Donny during a press conference after the closing\nceremony of the Reserve Component basic military training for civil\nservants at Halim Perdanakusuma Air Force Base, Jakarta, on Friday\n(5\/6). Donny explained that the construction of Reserve Component\nbattalions is being carried out so that TNI personnel in the regions can\neasily obtain additional personnel support in carrying out defence\ntasks.
