The Ministry of Creative Economy (Kemenkraf) has given serious\nattention to the case of village profile video procurement in Karo\nRegency involving Amsal Sitepu. The government has affirmed that it\ncontinues to respect the ongoing legal process.<\/p>\n
In a statement on its X account @ekraf_ri<\/span>, Kemenkraf conveyed its stance of\nrespecting the legal proceedings at Medan District Court, while\nupholding the principle of presumption of innocence.<\/p>\n \u201cThe Ministry of Creative Economy is seriously examining the case of\nvillage profile video procurement in Karo Regency that has affected Mr\nAmsal Sitepu,\u201d it stated on Monday (30\/3).<\/p>\n \u201cThe Ministry of Creative Economy respects the ongoing legal process\nat Medan District Court while upholding the principle of presumption of\ninnocence.\u201d<\/p>\n Kemenkraf also highlighted that creative service procurement has\ndifferent characteristics compared to general goods procurement, thus\nrequiring a specific evaluation approach.<\/p>\n \u201cCreative service procurement has different characteristics compared\nto goods procurement. The reasonableness of the Estimated Own Price\n(HPS) for Creative Services must be conducted objectively and based on\nan understanding of the creative industry.\u201d<\/p>\n As an effort to maintain the creative industry ecosystem, Kemenkraf\nis opening channels for dialogue for creative economy actors to express\naspirations or complaints.<\/p>\n \u201cThe Ministry of Creative Economy is ready to facilitate dialogue\nspaces for all creative economy enthusiasts in resolving creative\necosystem issues through public services (information requests and\ncomplaints) on the channel ppid.ekraf.go.id.\u201d<\/p>\n In addition, Kemenkraf is currently preparing special guidelines\nrelated to creative services involving various stakeholders, including\nassociations and communities, to prevent similar cases in the\nfuture.<\/p>\n Amsal was demanded a two-year prison sentence on 20 February. In the\nprosecutor\u2019s indictment, Amsal was deemed to have carried out mark-up or\ninflation of funds after setting the budget amount at Rp30 million for\nthe village profile series. Those funds came from the village fund\nbudget.<\/p>\n However, according to the prosecutor, that amount did not match the\nplanned budget cost (RAB).<\/p>\n Amsal\u2019s project was deemed to violate Minister of Home Affairs\nRegulation Number 20 of 2018 on Village Financial Management, Article 2\nparagraph (1), which states that village finances are managed based on\nthe principles of transparency, accountability, participation, and\ncarried out in an orderly and disciplined budgetary manner.<\/p>\n Recent audit results indicate state financial losses due to the\nalleged calculation of state financial losses amounting to\nRp202,161,980.<\/p>\n The case is currently still in the trial process and will continue\nwith the verdict agenda scheduled for 1 April 2026.<\/p>",
