        "content": "<p>Jakarta (ANTARA) - The Ministry of Communication and Digital\n(Kemkomdigi) has emphasised that the measures taken by mobile operators\nto provide expiry notifications are insufficient to fulfil the mandate\nof the Constitutional Court (MK) regarding the protection of customers\u2019\nremaining internet data quotas.<\/p>\n<p>Denny Setiawan, Director of Digital Infrastructure Strategy and\nPolicy at Kemkomdigi, stated that forms of protection such as SMS or\napplication notifications are merely preventive and do not provide\ndirect protection for the economic value of a customer\u2019s remaining\nquota.<\/p>\n<p>\u201cNotifications are not a solution for remaining quota that has\nalready gone unused. Notifications only remind customers that their\nquota is about to expire,\u201d Denny said during a press conference at the\nMinistry of Communication and Digital office in Central Jakarta on\nSaturday.<\/p>\n<p>The Ministry is encouraging mobile operators to provide substantive\nprotection mechanisms that truly safeguard economic value, ensuring\ncustomers have the opportunity to continue utilising the quota they have\npurchased.<\/p>\n<p>During the evaluation, it was found that non-rollover packages\u2014where\ndata expires at the end of the period\u2014are still available and are only\nequipped with notification-based protection.<\/p>\n<p>XL Axiata (XLSMART) was recorded to still have 9 packages based on\ninformation reinforcement and notifications, in addition to 92 packages\nthat already utilise a data rollover mechanism.<\/p>\n<p>A similar situation was found at Indosat Ooredoo Hutchison (IOH),\nwhere 71 out of 94 evaluated packages still rely solely on additional\nnotifications seven and two days before the package expires.<\/p>\n<p>As for Telkomsel, 76 out of 95 packages still feature protection\nlimited to intensive notifications regarding validity periods and\nremaining quota.<\/p>\n<p>Kemkomdigi has requested that the dozens of non-rollover packages\nfrom these three mobile operators be adjusted immediately to implement\nreal protection mechanisms in accordance with the Constitutional Court\u2019s\nruling.<\/p>\n<p>\u201cAccording to the government\u2019s evaluation, protection mechanisms must\nnot be merely preventive; there must be a mechanism that provides\nsubstantive protection to truly safeguard the economic value of the\ncustomers\u2019 remaining quota,\u201d Denny emphasised.<\/p>",
