Ministers offended?<\/p>\n
Bambang Warih Koesoemo has been dismissed as a member of the
\nHouse of Representatives purportedly because he sinned against
\ncabinet ministers. The statements and remarks made by this
\nrepresentative of the people who hails from East Java were
\nregarded by Golkar, the organization to which he belongs, as
\nhaving offended the feelings of four cabinet ministers.<\/p>\n
The press statement issued by the chairman of the Karya
\nPembangunan (Golkar) faction, Moestahid Astari, does not make it
\nquite clear how Golkar knew that the ministers were offended.
\nCommon sense, however, would make us believe that the ministers
\nin question had complained to Golkar concerning Bambang's
\nconduct, although according to the Minister of Industry Tunky
\nAriwibowo he did not feel affronted.<\/p>\n
Not all members of the House of Representatives are good at
\nusing euphemisms. The exercise of tact in asking questions may or
\nmay not be effective. It would be effective if the ministers
\nconcerned are able to grasp the hidden message. It would not be
\neffective if, due to the wish to be polite, the substance
\ncontained in the question or remark becomes unclear for both the
\nquestioner and the questioned.<\/p>\n
Moreover, the question of decorum in a House Commission
\nmeeting is the responsibility of the chairman. The chairman has
\nthe right to admonish a member who is regarded as impolite and
\ncabinet ministers have the right to convey to him their objection
\nto the manner of asking and to the content of any question made.<\/p>\n
The Golkar leadership is well advised to give a more plausible
\nexplanation of the case. We do not want Bambang's removal to
\ncause House members to refrain from asking questions because they
\nare afraid to offend cabinet ministers.<\/p>\n
