Minister suspects illegal chain saw sales<\/p>\n
JAKARTA (JP): Minister of Forestry Djamaludin Suryohadikusumo
\nsuspects many chain saws are still being used illegally and sold
\nillegally to the public despite a government crackdown.<\/p>\n
The minister said he had received reports that many illegally
\nowned chain saws had been confiscated. But he suspected the chain
\nsaws would have to be returned to their owners.<\/p>\n
"I'm not yet satisfied with the outcome of the crackdown," he
\nwas quoted by Antara as saying Tuesday.<\/p>\n
The government has restricted the use and ownership of chain
\nsaws in an effort to curb wood theft.<\/p>\n
He said Ministry of Forestry decree of Oct. 4, 1995
\nstipulated chain saws could be sold only to concessionaires,
\nowners of industrial timber estates and of forest clearing
\npermits.<\/p>\n
Craft industries and government agencies which cut down trees
\ncan also own chain saws.<\/p>\n
The decree obliges chain saw sellers to record buyers' names
\naddresses and data on chain saws sold.<\/p>\n
Sellers should report on to whom chain saws have been sold to
\nthe appointed forestry office each month.<\/p>\n
If the sale is outside Java, the record of buyers should be
\ndelivered to the provincial forestry office and its branches. If
\nthe sale is in Java, the records should be delivered to state
\nforestry company Perhutani.<\/p>\n
Buyers have to report that they own chain saws to the
\nappointed forestry agencies.<\/p>\n
Only chain saw owners are permitted to use them. Their
\nemployees may use chain saws provided they have a letter of
\nassignment from the owner.<\/p>\n
Any sale or transfer of ownership of chain saws should be
\nreported.<\/p>\n
Owners are allowed to lease their chain saws only to those who
