        "content": "<p>Minister for Administrative and Bureaucratic Reform Rini Widyantini\nhas stated that the authority to mobilise the reserve component\n(Komcad), including elements from the civil service, rests with the\nMinistry of Defence. The statement was made in response to allegations\nof Komcad ASN deployment to guard a demonstration titled \u2018Indonesia\nBangkrut\u2019 (Indonesia Bankrupt) on Friday, 12 June 2026.<\/p>\n<p>According to Rini, under Law Number 23 of 2019 on the Management of\nNational Resources for State Defence, the training, appointment, and\nmobilisation mechanisms of the reserve component are the domain of the\nMinistry of Defence. \u201cTherefore, questions regarding the form and basis\nof the Komcad deployment in yesterday\u2019s event are more appropriately\ndirected to the Ministry of Defence as the supervisory agency,\u201d Rini\nsaid in a written message to Tempo on Saturday, 13 June 2026.<\/p>\n<p>Rini explained that the role of the Ministry of Administrative and\nBureaucratic Reform in managing the Komcad ASN is limited to civil\nservice policy aspects. She also emphasised that the involvement of\ncivil servants in the Komcad programme is voluntary and has undergone a\nselection process. Regarding the alleged involvement of ASN in the\nKomcad, Rini stated that her ministry did not issue any deployment\ninstructions and is not in a position to assess the technical security\naspects, which fall under the authority of other agencies.<\/p>\n<p>According to Rini, the ministry\u2019s primary concern is ensuring that\nthe participation of civil servants in any programme does not disrupt\ntheir main duties or the continuity of public services. \u201cWe ensure that\nthe participation of ASN in any programme does not interfere with the\nexecution of their main duties and the continuity of public services,\u201d\nshe said.<\/p>\n<p>Previously, the alleged involvement of Komcad soldiers in assisting\nwith demonstration security drew scrutiny from the Civil Society\nCoalition for Security Sector Reform. Concerns arose after a Defence\nMinistry warrant dated 11 June 2026, numbered B\/572\/VI\/2026\/BACADNAS,\nordered approximately 500 Komcad ASN soldiers to participate in a\nreadiness roll call at the Ministry of Defence on 12 June 2026. The\ncoalition assessed that the deployment of the TNI and Komcad in handling\nthe protest violated laws and regulations, arguing that handling\ndemonstrations is the domain of civilian security forces, particularly\nthe Indonesian National Police. \u201cMilitary mobilisation should only be a\nlast resort when all civilian apparatus are no longer able to control\nthe situation,\u201d the joint statement read.<\/p>\n<p>Brigadier General Rico Ricardo Sirait, Head of the Defence\nInformation Bureau at the Ministry of Defence, later denied that the\nreadiness roll call was related to securing the student demonstration\nthat took place on the same day. Rico stated that the activity was part\nof a readiness test and development for Komcad members following their\ntraining. \u201cThe activity was part of a post-training readiness test and\ndevelopment for Komponen Cadangan members that had been planned\nbeforehand,\u201d Rico told Tempo on Saturday, 13 June 2026.<\/p>",
